About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
Timor Leste Scale Up
Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 ann ouncing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.
This Opportunity
The Inclusion Coordinator will be responsible for supporting the Labour Sending Unit in Timor Leste to develop and implement its inclusion and diversity priorities. This role involves building staff capacity, embedding inclusive practices into policies and operations, and coordinating activities that promote diversity and welfare. This position will foster relationships with local and international stakeholders and explore innovative approaches using technology to enhance inclusions within the PALM scheme.
This is a fixed term contract to September 2028 based in the Dili, Timor-Leste office.
The Inclusion Coordinator will be responsible for:
- Developing an LSU-focused strategy/approach to GEDSI, outlining proposed objectives and outcomes.
- Ensure that the strategy/approach is co-developed with the LSU and culturally appropriate.
- Supporting the GEDSI focal point and LSU staff to mainstream relevant GEDSI approaches and principles into policies and processes.
- Implementing relevant GEDSI activities as agreed between PLMSP and LSUs, including but not limited to disability inclusion, gender equality, gender-based violence, research and monitoring activities etc.
- Providing mentoring support and technical advice to GEDSI focal point and LSU staff on GEDSI.
- Supporting the GEDSI focal point and LSU to build relationships with Ministry of Social Solidarity and Inclusion, Secretariate of State for Inclusion and relevant Australian and Timor Leste-based partners (including women’s groups, church groups, non-government organisations, academia, and local governments) and a broader GEDSI community (including other donor-funded programs, relevant industry bodies) to coordinate and implement the LSU’s GEDSI efforts into the PALM scheme.
- Contributing to the PLMSP GEDSI Strategy by facilitating PLMSP inclusion and diversity activities within the LSUs.
- Providing support as required to the community of care model for responding to welfare issues, including development of referral SOPs for welfare cases in alignment with national referral pathways.
- Understanding how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.
We are seeking an individual who has:
- A tertiary qualification in a relevant discipline, such as Gender Studies, Social Sciences, International Development, Community Development or Anthropology
· At least five years professional experience working in relevant programs.
· Previous experience working on gender, disability and social inclusion programming activities such as promoting diversity and inclusion in the workplace; or prevention and response to violence against women, supporting women’s economic empowerment or supporting women in leadership.
· Excellent interpersonal skills, including the ability to work effectively with a wide range of stakeholders across multiple cross-cultural contexts.
· Strong liaison and coordination skills
· Ability to work independently as well as collaboratively in a team.
· Strong skills in written communication and report writing.
