Program Manager

Job Title: Program Manager – EmpowerHER project

Location: Kabala, Sierra Leone (with travel to seven districts)
Duration: July 2025 – March 2026 (with possibility of extension)
Reports to: Country Director

Annual Salary Range: NLE 72,000 to NLE 96,000

Position Summary:

The Program Manager will lead the implementation and mobilization of the EmpowerHER project across seven districts in Sierra Leone. This role involves overseeing project start-up, staff recruitment and training, community engagement, and ensuring compliance with Global Affairs Canada (GAC) reporting and procedural requirements. The Program Manager will also support advocacy, monitoring and evaluation, and donor communications to ensure the project meets its SRHR objectives.

Key Responsibilities:

Project Implementation & Coordination

  • Lead project start-up activities including procurement, recruitment, and onboarding of key staff.
  • Coordinate deployment of staff to target communities and ensure effective community mobilization.
  • Lead the development of annual work plans for all project activities and ensure timely and efficient implementation of project activities in line with work plans and budgets.
  • Review project targets and address gaps in project targets as they arise in collaboration with the Programs and Country Directors and the implementation teams.

Monitoring, Evaluation & Reporting

  • Work closely with the M&E Director to develop and implement M&E frameworks and reporting tools aligned with donor requirements.
  • Coordinate with the M&E Director to train field teams on data collection and reporting procedures.

Stakeholder Engagement & Representation

  • Participate in coordination meetings, donor briefings, and relevant forums.
  • Maintain active communication with the Country Director and Programs Director.
  • Support advocacy efforts to improve SRHR policies, CSE, and adolescent-friendly services.

Financial Oversight & Compliance

  • Facilitate budget reviews and monitor spending in collaboration with Finance and Program teams.
  • Ensure compliance with GAC financial and narrative reporting requirements.
  • Identify and communicate programmatic gaps and propose adaptive strategies.

Capacity Building & Technical Support

  • Support the development and rollout of training materials for staff and community stakeholders.

Promote gender-sensitive and rights-based approaches to SRHR programming.

Qualifications & Requirements:

  • Education: Degree in Public Health, Social Sciences, Development Studies, or a related field.
  • Experience: Minimum 5 years of experience managing SRHR or health-related projects in low-resource settings.
  • Skills:
    • Strong analytical and problem-solving skills.
    • Experience with donor reporting and compliance (preferably GAC).
    • Excellent communication and stakeholder coordination abilities.
