About the Role

As the Roving Humanitarian Director, you will be at the forefront of CARE’s emergency efforts – rapidly deploying to Country Presences (CPs) and providing high-level leadership in times of crisis. Whether coordinating immediate disaster response, representing CARE in key external forums, or strengthening preparedness and capacity across regions, you’ll play a pivotal role in how we show up when it matters most.

Reporting to the Senior Director, Humanitarian Response and Coordination, this position is a dynamic blend of hands-on emergency leadership, strategic program quality oversight, and long-term capacity building.

Key Responsibilities:

Lead Emergency Response

  • Deploy as a Team Leader or strategic advisor to humanitarian crises, including in newly established response contexts.
  • Serve as the first external responder to bolster CARE’s presence, potentially for deployments of three months or more.
  • Coordinate CARE’s global response across our confederation and ensure consistent, timely communications with internal and external stakeholders.

Strengthen Program Quality

  • Provide strategic vision for humanitarian programming across CARE’s Country Presences (CP).
  • Drive implementation of core CARE commitments on women and girls' empowerment, localization, and reaching 10% of affected populations.
  • Facilitate technical linkages and mobilize expertise from across the CARE network.

Advance Preparedness & Capacity Building

  • Support CPs in emergency preparedness planning and minimum preparedness actions.
  • Develop regional humanitarian capacity including rosters, mentoring, and training for national and regional staff.

Promote Advocacy & Information Flow

  • Represent CARE in regional forums and humanitarian coordination bodies.
  • Keep CARE Members and partners informed of emerging humanitarian issues and response strategies.
  • Work closely with advocacy, communications, and fundraising teams to strengthen CARE’s humanitarian profile and impact.

  • A natural collaborator, ready to navigate and align a global network of stakeholders.
  • Skilled in strategic thinking, field-level decision making, and the nuance of working across cultures and contexts.
  • Passionate about equity, justice, and local leadership.
  • Comfortable with extensive global travel and flexible deployment on short notice.
