Background

SLM is preparing a proposal in response to The Global Fund’s Request for Proposals for LFA services in Myanmar. This role entails independent verification of grant performance, financial management, and health product supply chains under challenging conditions, including post-disaster recovery and systemic disruptions.

Position Summary

The Senior Programmatic/M&E Expert leads the assessment of grant performance, M&E systems, and data quality. This role is critical for verifying reported results, analyzing programmatic effectiveness, and providing strategic advice to ensure the grant is achieving its public health objectives for HIV, TB, and/or health systems strengthening.

Key Responsibilities

  1. Lead M&E System and Data Quality Reviews and Programmatic Implementation Verification Spot Checks as per the LFA Work Plan.
  2. Assess the design and operational capacity of the national and grant-level M&E systems, including data flow, data collection tools, and reporting mechanisms.
  3. Conduct in-depth verification of programmatic results reported in the PUDR, validating data against source documents at various levels of the health system.
  4. Provide strategic analysis on program quality and efficiency, identifying the root causes of implementation bottlenecks and proposing practical, corrective actions.
  5. Review and advise on the adequacy of the PR's responses to findings from the Technical Review Panel (TRP).

Minimum Qualifications and Experience

  1. An advanced degree (Master’s or higher) in Public Health, Epidemiology, International Development, or a related field.
  2. Extensive experience in monitoring and evaluation of large-scale health programs, particularly for HIV, TB, Malaria, or Health Systems Strengthening (HSS).
  3. A good knowledge of the national and regional health context and experience with Global Fund grants management requirements
  4. Proven ability to conduct data quality assessments (DQAs) and programmatic spot checks.
  5. Prior experience with the Global Fund is strongly preferred.
  6. Fluency in English is mandatory.
  7. Preferably based in the Southern and Southeast Asia region with the ability to travel to Myanmar as needed.
