Purpose Statement

A medical officer should be engaged in medical control, education and training activities, protocol and policy development, quality improvement activities, liaison, and corrective actions related to patient care actions by providers.

Duties and Responsibilities

Emergency Medical Services Management (45%)

  • Manage the Emergency Medical Services System of the Philippine Red Cross, both emergency and non-emergency response and operations
  • Lead the development and implementation of system and program strategic planning
  • Implement and assist in the development of emergency medical services department policies, procedures, and business practices
  • Participate in the interpretation, negotiation, management, and enforcement of contracts; coordinate the finalization of budgets to ensure timely submission of the department budget.
  • Provide expert guidance to other departments, the general public, and/or outside agencies.
  • Solicit input regarding emergency medical service standards from medical staff, government agencies, and the medical advisory group.
  • Develop emergency medical care standards for provision of on-line medical control, priority dispatch/pre-arrival instructions, advanced life support and basic life support patient care protocols, accreditation requirements for pre-hospital care personnel, operational criteria for first response vehicles, response times, transporting and transferring of patients between hospitals, and the provision of medical services in areas of public assembly.
  • Approve emergency medical technicians scope of practice in the Philippine Red Cross.
  • Develop and communicate emergency medical care standards consistent with the Ambulance Service Plan and liaise with the passage of Laws relevant to EMSS.

Supervision (25%)

  • Coordinates with different chapters’ services representatives and/or chapter administrator to ensure EMS program implementations.
  • Oversees public relations, fundraising efforts, and sustainability strategies are implemented.
  • Accompany emergency medical providers during the performance of medical duties for the purpose of supervision, education, and system evaluation
  • Coordinates a quality assurance team (QAT) to evaluate run reports and patient care.
  • Coordinates with the designated training officer to oversee the department’s 7 regional training centres.

Development (15%)

  • Develop procedures to implement new and/or changing regulatory requirements; serve as an advisor to Safety Services and EMS technical staff.
  • Develop justifications for budgetary recommendations and/or adjustments; participate in forecasting additional funds for staffing and resources
  • Represent the county to the public, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach.
  • Act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries.
  • Conduct analysis on best practices and trends, and formulate and implement recommendations
  • Monitors, Supervises, trains, assists and evaluates performance of First Responders, EMTs, and drivers.
  • Provides feedback to employees through regular coaching and performance evaluations.
  • Supervises procurement of all emergency medical care equipment and supplies.
  • Ensures the appropriate tracking and disposal of medical equipment, consumables and supplies.
  • Assist to develop, publish, update and promulgate EMS management guidelines/plans to insure that they are consistent with the PRC Management and in accordance with DOH requirements.

Evaluating (15%)

  • Evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls and improvements
  • Develops, presents for approval, and manages the Emergency Medical Services budget.
  • Oversees the utilization of EMS Fund, in coordination with the Safety Services Manager.
  • Establish policies and due process for the limiting of practice of emergency medical providers, including probation, suspension, or revocation of physician orders.
  • Analyse and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance

Qualifications/Minimum Education:

  • Bachelor’s Degree
  • Licensed Physician

Work Experience & Skills:

  • At least 10 years work experience in related field.
  • Computer literacy (intermediate skills)
  • Exceptional interpersonal skills, including communication, coaching and training
  • Experience in Pre-hospital management
