Rule of Law Expert

STOOS Consulting is seeking an experienced Rule of Law Expert to lead evaluations, assessments, and research in fragile and conflict-affected settings. This role will involve providing strategic and technical oversight for initiatives aimed at evaluating rule of law frameworks, justice systems, and security sector reform in challenging environments.

Key Responsibilities:

• Lead and manage rule of law assessments, evaluations, and research projects.
• Design and implement methodologies for evaluating the effectiveness and impact of rule of law interventions.
• Provide expert advice on governance, justice systems, legal reforms, and security sector strengthening.
• Collaborate with field teams, donors, and stakeholders to ensure alignment with project objectives.
• Produce high-quality reports and presentations, translating complex findings into actionable recommendations.
• Ensure adherence to ethical standards, including gender-sensitive approaches, in all stages of research and evaluations.

Qualifications:

• A Master's degree or Ph.D. in Law, Security Studies, International Relations, or a related field.
• At least 6 years of proven experience conducting rule of law assessments, evaluations, or research, particularly in fragile or conflict-affected contexts.
• Strong understanding of justice systems, governance, and security sector reform, with practical experience in evaluating these areas.
• Experience working with international organizations, NGOs, or donors, and delivering evidence-based analysis and recommendations.
• Ability to manage complex projects in high-pressure environments.
• Exceptional written and verbal communication skills, with the ability to present findings to both technical and non-technical audiences.
• Fluency in English is a must; Arabic, Ukrainian, or other languages are a plus.
