Welfare Manager (Registered Social Worker)

Job Purpose
The Welfare Manager role is to identify people in the community who require assistance and create programs/services to meet their needs. This role will act as the liaison between the public and their organization. In addition, the manager will educate people about programs that are available to them and explain eligibility requirements. They also perform fundraising activities to keep their programs going.
This position will report directly to the ASG – Program Development Services and second-line managed by the Secretary General.

Job Duties and Responsibilities

Welfare Management

  • Identify problem areas of target client system: Needy, Disabled, Detainees, Members of the Philippine Armed Forces and their dependents, OCWs, Families of Fil/US Servicemen, Disadvantaged Women, Abandoned and neglected children, Elderly, and other individuals/families in difficult situations.
  • Provide consultative and other technical assistance related to delivery of welfare services as required by Chapters.
  • Prepare project proposals to secure funding support from local and international organizations.
  • Establish linkages and perform liaison work to mobilize resources and engage in interagency networking.

Migration

  • Facilitate the development of contextualized training on migration and displacement for PRC NHQ and Chapters.
  • Ensure materials align with Movement principles on migration/displacement and include community engagement, accountability, and inclusion.
  • Support design and implementation of assessments on migration and displacement.

Protection, Gender and Inclusion

  • Integrate gender equality, social inclusion, and dignity frameworks in PRC disaster management plans.
  • Collaborate with sector leads to ensure equitable participation in Shelter/NFI, WASH, and Health programs.
  • Strengthen Red Cross branches’ capacity to support inclusive community-based systems.
  • Support Gender Equality and Social Inclusion aspects in PRC’s strategic plans and programs.

General Management

  • Ensure accountability and quality in program/operations management, budgets, and financial procedures.
  • Maintain transparency and fairness in HR management (recruitment, performance, development, etc.).
  • Submit operational highlights and reports on time.
  • Ensure strategic coherence, program coordination, and support fund generation units in fundraising.
  • Develop the department’s business continuity planning process.

Qualifications

  • Required:
    • Bachelor’s degree in Social Sciences, Social Work, International Relations, or related field
    • Registered Social Worker
    • At least five (5) years of professional experience in social work
    • At least five (5) years of supervisory/managerial experience
    • Excellent interpersonal and public relations skills
    • Fluent in written and spoken English
  • Preferred:
    • Master’s units in Social Work Administration
    • Experience with Red Cross/Red Crescent
    • Experience in humanitarian/non-profit organizations
