1. General Background

The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The UN Refugee Agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. UNHCR has helped millions of people to restart their lives. They include asylum seekers, refugees, returnees, stateless people and internally displaced persons. Its interventions in the areas of protection, shelter, health and education have been crucial, healing broken pasts and building brighter futures.
The UNHCR Office in China was established in 1979. Although China has been party to the 1951 Convention and 1967 Protocol since 1982, it has no law comprehensively governing asylum. In the absence of national refugee legislation, UNHCR continues to register asylum seekers, conducts individual refugee status determination under its mandate, seeks durable solutions for refugees, and provides direct assistance to the refugee population in mainland China.
The Standing Committee of China’s National People’s Congress adopted an Exit-Entry Administration Law on 30 June 2012, which came into force on 1 July 2013. This domestic law includes a provision (Article 46) regarding the treatment of refugees, which foresees, interalia, the possibility for persons of concerns to legally reside in China on the basis of a temporary identification to be issued by the authorities. UNHCR has been advocating for implementing regulations concerning Article 46 as well as working on building the capacity of the Government of China to implement its obligations under the 1951 Geneva Convention relating to the Status of Refugees and its 1967 Protocol.
UNHCR will continue to work with all stakeholders in China to ensure persons of concern receive adequate protection and assistance as well as to seek durable solutions for refugees.
The Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External Relations (DER) and is responsible for mobilizing resources and other forms of support from the private sector. In 2019, UNHCR China Office set up a new Private Sector Partnerships team to mobilize resources from the Chinese private sector to support our work globally. One of the key aspects in PSP’s work is to expand UNHCR’s engagement with the general public including UNHCR’s existing and potential supporters.
UNHCR China is seeking a data-sensitive, customer-oriented, and results-driven expert with a strong background in e-commerce and digital marketing. The ideal candidate will oversee the daily operations and maintenance of the UNHCR charity E-shop, develop and enhance the digital donation user journey, plan and execute marketing campaigns, and optimize the fundraising performance.
The incumbent will work under the direct supervision of the Senior PSP IG Associate, in close collaboration with the whole PSP team in China and other offices. The incumbent will work closely with digital fundraising partners, vendors, media agencies, influencers, and consultants.
This position is a UNOPS position with a contract which is renewable each calendar year.

2. Purpose and Scope of Assignment
• Oversee the operations of UNHCR Charity E-shop, ensuring timely product launches in the shop. Develop and maintain product detail pages aligned with IG's promotion plans.
• Utilize donor behavioral analysis to craft compelling copywriting for product detail pages and promotional materials based on textual introductions and images.
• Ensure the smooth and efficient operation of the e-shop's back-end system through regular monitoring and maintenance.
• Employ data-driven strategies to enhance product conversion rates. Analyze various metrics (e.g., PV, CPC, average time) to test, optimize, and summarize the visual and content aspects of the e-shop homepage and product detail pages.
• Develop and implement product stocking strategies, analyzing E-commerce data to summarize donor preferences and optimize inventory.
• Formulate and continuously optimize pricing strategies based on UNHCR's brand positioning and competitive price analysis.
• Collaborate with external vendors (e.g., international shipping and warehouse vendors) and cross- teams to ensure timely and successful promotions, campaigns and overall optimization.
• Improve donor experience and boost repeat purchase rates by optimizing the e-shop's page flow design and purchase paths.
• Work closely with other IG team members, establish and manage donor database and donor developing strategies to increase donor loyalty and repeated donation rates.
• Work closely with PSP team members, plan and execute marketing campaigns around key dates to enhance average order value and sales revenue.
• Develop standardized procedures for pre-sales product introductions, after-sales product returns, complaints, and other issues to enhance donor service.
• Stay updated with the latest operational rules of digital channels such as Youzan and Tencent, implementing best practices to optimize e-shop performance.
• Explore new E-commerce expansion opportunities on emerging digital channels, test and learn the new perspectives.
• Share insights, supporter care cases, and new technology trends with the IG team. Maintain close communication to ensure requirements are accurately conveyed and tasks are executed on time.
• Provide E-commerce data support to IG team leader and assist in drafting individual giving reports. Summarize E-commerce performance, supporter data trends, and donor care-related findings and insights.
• Regularly export donor information from the shop, ensure the data confidential and safety, and integrate it into CRM system for optimized data analytics. Segment donors and share data insights cross teams if necessary.
• Prepare data, information, reports, and presentations on income, expenditure, and budgets. Develop work plans and budgets related to E-commerce activities.
• Undertake any other responsibilities as delegated by the supervisor.

3. Monitoring and Progress Controls
• Supervision by Senior PSP IG Associate, optimize e-shop fundraising performance by setting key performance indicators (KPIs) for donation, average gift, repeat donation rate, click-through rate, conversion rate and other relevant metrics.
• Ensure all E-commerce fundraising targets and objectives are achievable met within the budgeted expenditure.
• Maximize fundraising opportunities while making sure all resources are used efficiently, and reasonable forecast ROI is achieved.
• Be responsible for preparing project reports and evaluations, support on IG annual plan and year-end report.
• Mid-year and year-end evaluations.

4. Qualifications and Experience

a. Education
- Completion of Tertiary Education with training in E-commerce, digital marketing, business or other related discipline.

b. Work Experience
- Minimum 2 years working experience with High School Diploma or 1 year of experience with a Bachelor degree or higher in e-commerce platform operation experience in digital fundraising or digital sales.

c. Key Competencies
• Demonstrated experience in E-commerce, particularly with E-shop operation and promotion.
• Demonstrated experience in A/B testing for conversion optimization.
• Comprehensive knowledge of digital marketing, E-commerce, digital monitoring and analysis, and current trends and innovations in E-commerce platforms.
• Data-oriented, highly sensitive to metrics, with the ability to analyze and derive insights from data.
• Customer-focused, with a deep understanding of donor behavior and research methodologies.
• A keen aesthetic sense with strong insight into the design and presentation of product detail pages.
• Strong copywriting, editing, and copy evaluation skills.
• Excellent ability to capture topical issues and plan E-commerce activities.
• Proficient in E-commerce platform operations, with extensive experience in shop management and operation.
• Experience in managing vendors, stakeholders, or partners.
• An excellent team player.
• Attention to details, high accuracy and result oriented.
• Availability to travel both domestically and occasionally overseas is a requirement of the position.
• Proficiency in written and spoken Chinese and English.
