GRSP is seeking an in-country road policing enforcement coordinator to support our Road Policing Capacity Building Programme in Vietnam, implemented through road safety government agencies working on road safety issues and through civil society organisations. This is a GRSP activity under the BIGRS initiative.

This role requires the consultant to serve as GRSP’s primary point of contact for enforcement-related work in Vietnam under the BIGRS initiative. The consultant will assist in creating and supporting multi-sectoral partnerships to achieve road crash death and injury reduction by working closely with police and enforcement agencies in the BIGRS priority cities in Vietnam. Knowledge of systems and organisational structures in the local context, and an ability to maintain productive relationships within the policing and enforcement environment will be critical to the success of GRSP’s road policing capacity building programme.

The consultant will be required to undertake activities, at the direction of GRSP Headquarters and Regional Office staff including:

  • Coordinate work of GRSP to advance comprehensive road policing capacity building activities in Vietnam.
  • Represent GRSP at in-country road safety-related meetings, training workshops and events with the objectives of:

  • enhancing police enforcement,

  • supporting data collection system strengthening,

  • linking mass media campaigns to police enforcement, and

  • supporting BIGRS implementing partners to attain police and enforcement agency cooperation and approval

  • Support the coordination and organisation of workshops, training, meetings and other events as required.

  • Provide regular updates on the road safety situation in Vietnam, specifically linked to enforcement and possible improvements to meet global best practice.

  • Work collaboratively with all GRSP teams and other BIGRS partners.

  • Identify the political landscape, administrative systems, processes, and actors to identify opportunities for change to improve road policing enforcement practice in Vietnam.

  • Develop and maintain effective relationships with local road safety-related organisations and regularly update knowledge of the road safety and enforcement landscape in Vietnam.

  • Cultivate relationships with key road policing leaders and national police trainers.

  • In consultation with GRSP Headquarters and Regional Office Staff, support road policing agencies through provision of guidance, support, advice, and relevant capacity building activities to deliver effective evidence-based best practice road policing enforcement interventions.

  • Work with all BIGRS in-country partners to progress the aims of the initiative.

  • Complete regular programme reporting as required by GRSP management.

  • Participate in regular calls with GRSP and other BIGRS partners, providing updates as required.

  • Support and/or assist with any other work-related duties, deliverables or responsibilities assigned by GRSP management.

How to apply

The successful applicant will be based in Hanoi, will require excellent internet connectivity to facilitate performing the functions of the role and will be required to provide own working space (e.g. work from home). Some travel may be required within the country, in addition to limited international travel when required and when possible.

Upon commission of consultant services, specific Terms of Reference (ToR) will be provided. ToR will include specific project objectives, desired outcomes, consultancy outputs, method of delivery and time requirements. The time requirements for this consultancy will vary but are expected to commence at approximately 3 days per week, and this may increase over the first year. The consultancy is expected to last 12-24 months but may be extended. Consultancy rates that are consistent with rates in the location the appointee is resident will be offered.
