Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
The New Business Development Director provides leadership in Save the Children’s efforts to achieve greater program results at scale, especially for the most deprived, through the successful pursuit of large and strategic funding opportunities, as well as through developing and maintaining strategic relationships with key donors and government partners.
This position helps execute the vision, strategy, and operational plan to support SC Pakistan in positioning to successfully compete for specific opportunities, responding to those opportunities with a quality process and product, and building and maintaining an effective Business Development system of tools, processes, and capacities across the agency.
The New Business Development Director leads on the development of high-value, complex proposals or bids, building on global, regional and national SCI Technical and Thematic expertise, evidence and learning, ensuring the highest quality products are submitted to the member and the donor. The position will also provide guidance, support and capacity development to the new business development staff, technical experts and other staff to ensure submission of winning proposals. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
Portfolio and Pipeline tracking
- Guide all Technical Experts including, Health & Nutrition, Education, Child protection, Child rights Governance, Environment/Climate change, in developing Quality proposals and Concept notes.
- Engage with country team to identify funding gaps and identify options for funding.
- Liaise with members on donor engagement and positioning.
- Scan for funding opportunities and liaise with donors about specific funding opportunities.
- Maintain information management tools to track opportunities and outcomes and provide regular updates to the SMT.
- In coordination with Country Director and PQEI, prioritize efforts toward Must Win Awards in the region.
- Work closely with Regional Resource Mobilization Unit to explore and anchor strategic regional partnerships (for ex. UNICEF, ADB, Cargill etc.)
- Conduct donor landscape mapping and identify and research suitable donors for the CO.
- Map donor priorities in key thematic areas for top 4-5 priority donors and develop a Donor Landscape Study for Save the Children in Pakistan
- Lead the development and implementation of a comprehensive Resource Mobilization Strategy, in line with the Country Strategic Plan.
- Develop donor engagement plans, coordinate and track donor engagement.
- Pro-actively seek local donor intelligence on prospective new opportunities or partnerships for accounts and share new intelligence productively;
- Lead in organizing Donor mapping for each sector; Health & Nutrition, Education, Child protection, Child rights Governance, Environment/Climate change.
Pursue Funding Opportunities
- Undertake Capture Planning (donor intelligence, competitor and partner analysis, analysis of SC’s competitiveness and gaps, identification of partners for consortia, identification of resources required).
- Pre-lobby and pre-position Save the Children as a preferred partner for priority donors.
- Create partnerships and identify funding opportunities with the private sector, corporate partners, foundations and High Net-Worth Individuals.
- Provide inputs, background information and opportunity trends for the Go No Go decision.
- Facilitate discussions on partnering and consortium arrangements with Sector Leads and area offices.
- Identify potential strong consortium members and engage with them as a favored partner.
- Create and manage strong consortiums for specific funding opportunities.
- Lead on proposals for the CO, and guide all Technical Experts including, Health & Nutrition, Education, Child protection, Child rights Governance, Environment/Climate change, in developing Quality proposals and Concept notes.
- Manage the proposal process including identification of suitable experts for the proposal team, and development and implementation of proposal plan.
- Monitor and track the proposal development calendars to ensure the process and deliverables are on track and timely.
- Conduct the design workshops and brainstorming meeting with participation from multi-disciplinary teams and relevant stakeholders to feed into the proposal development process, and work closely with TEs, NBD, SMT and other relevant staff in the proposal writing, interpretation, reviews and sign-off process.
- Facilitate online/ offline Design Workshops for the proposal design.
- Ensure quality assessments, evidence-based design, using literature review, best practices and lessons learnt from previous programs in all proposals.
- Ensure partners are properly engaged during proposal process.
- Drive interdepartmental coordination for proposal development with PDQ, Operations, Security, Advocacy, finance and HR (for staffing requirements) as necessary.
- Draft key sections of CO proposals that are standard inputs – e.g. capability statements; country context and programme experience, while drawing on the expertise of technical advisors, Operations, Finance, HR and Security.
- Undertake quality assurance review of proposal inputs and follow up with team members.
- Provide technical backstopping and ensure quality standards are met in key thematic areas including gender, gender and violence, climate change, protection, education etc.
- Ensure adequate sign-off on proposals from CO and member.
Human Resource Management and Development
- Provide guidance and capacity building to the New Business Development staff.
- Coordinate closely with the Technical Experts in CO based on required need under NBD.
- Develop CO capacities in business development and roll out of NBD operating procedures.
- Responsibility to create and maintain a managerial and operational environment where the Child Safeguarding Policy is effectively implemented.
- Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.
- Lead coordination and engagement with key government departments and pre-position Save the Children as a preferred partner.**
- Facilitate the signing of MoUs with relevant government departments for Save the Children.**
- Secure government buy-in and support for current and upcoming Save the Children projects and submitted proposals.**

QUALIFICATIONs AND EXPERIENCE
- Development professional with a relevant Masters’ Degree or equivalent professional experience.
- Minimum 10 years’ relevant experience, ideally in both emergency and development contexts, and ideally with experience in more than one of the Save the Children priority sectors: education, protection, child rights governance, and health and nutrition
- Ability to present complex information in a succinct and compelling manner.
- Excellent writing/ editing, budget development and presentation/ communication skills
- Proven representation skills
- Experience in coordinating development of large-scale or strategic proposals, including the development of multi-million dollar project budgets
- Excellent coordination, organisational and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, and pull together input from a diverse team across multiple locations
- Proven record of accomplishment in institutional partnership building
- Experience of solving complex issues through analysis
