Pact seeks an experienced Deputy Chief of Party (DCOP) for the anticipated USAID/Ukraine Public Health Systems Recovery and Resilience Activity. This activity is expected to strengthen public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance. This is anticipated to be a five-year activity. This position is contingent upon award. Local candidates are encouraged to apply.
- The DCOP will oversee program implementation, operations and logistics for all components of the program including rapid roll-out; supervision of day-to-day implementation of activities; and working with the Chief of Party (COP) to manage project staff, subcontractors/subgrantees, and consultants.
- Oversee grants management, financial management and procurement and ensure compliance with USG rules and regulations and consistency with Pact’s policies, procedures and best practices.
- Supervise program monitoring, evaluating, and reporting activities, ensuring that all project deliverables are met and delivered in a timely and efficient manner.
- In coordination with the COP, the DCOP will serve as a Pact liaison to USAID and national and local partners, including government officials, civil society. and community leaders, particularly on administrative and logistical matters.
- Coordinate with appropriate stakeholders in all aspects of project planning, implementation, monitoring and reporting.
- Master’s Degree from an accredited university in public health, social or behavioral sciences, business administration or a relevant field.
- At least ten (10) years of experience in international development.
- At least five (5) years of experience as a DCOP or in a comparable managerial position on international donor projects.
- Demonstrable experience in public health, health systems, and health policy.
- Experience in Eastern Europe, preferably Ukraine.
- Experience working on teams for USAID contracts and/or cooperative agreements.
- Knowledge of USAID rules, regulations, and policies.
- Demonstrated leadership skills.
- Track record of effectively managing a diverse team of employees and partners.
- Demonstrated ability to work in complex environments and work with and between different stakeholders.
- Demonstrated skills in problem solving and consensus building.
- The candidate must be demonstrably proficient in (oral, writing and reading) Ukrainian, Russian, and English.
- Ability to travel within Ukraine and occasionally internationally, when health and safety concerns regarding COVID-19 diminish.
- Knowledge of the political, social, and economic context of Ukraine.
- Broad understanding of public health, health systems, and health policy and practice in Ukraine.
