Accountant - USAID Conservation Through Economic Empowerment in the Republic of the Congo (CEERC)

The USAID-funded Colombia Generating Equity Program, implemented by Tetra Tech International Development Services is currently accepting expressions of interest from qualified candidates for a Chief of Party (COP) position. This position will be located in Bogotá, Colombia.

The purpose of the Generating Equity Program or Programa de Generando Equidad is to empower women and girls by reducing gender-based violence (GBV), positively transforming gender norms and attitudes, engaging the private sector to create economic opportunities for women, and supporting USAID programming in Development Programs with a Territorial Approach (PDET in Spanish) municipalities. The COP will be responsible for leading all technical, financial, and administrative aspects of the five-year program.


· Responsible for overall programmatic leadership, including contractual performance and risk management, work planning and reporting, financial management, administration and personnel management, high-level client and counterpart dialogue, and communications for the project;

· Serve as the principal liaison between USAID, Tetra Tech, and other counterparts and partners, and provide overall strategic and technical guidance to subcontractors;

· Provide comprehensive expert technical oversight and guidance in all aspects of the program, including work planning, activity implementation, and monitoring, evaluation, and learning;

· Build high-level relationships with potential alliance partners from the Government of Colombia, businesses, corporations, foundations, and other non-traditional development organizations through formal and informal outreach, personal contacts, and networking.


  • Master’s (MA) degree and 10 years of experience or Bachelor’s (BA) degree and 15 years of experience.

  • At least 10 years of progressively responsible management experience for related USAID-funded programs of similar complexity. At least 5 years of demonstrated, high- level engagement with institutions, and donors. Experience managing programs in PDET zones preferred.

  • At least 5 years of substantive technical work experience with one or more technical areas including policy and governance issues relating to GESI, institutional capacity strengthening, and/or gender policy reform.

  • Track record with local capacity building, training, and systems strengthening; demonstrated management or implementation of capacity building activities. Specific work with gender and marginalized populations preferred.

  • Advanced Spanish proficiency. English fluency preferred.
