ABOUT THE MISSION

SI is present in North-East Nigeria since 2016 and is currently operating in 4 bases across Borno State (Maiduguri, Monguno, Ngala, Dikwa) with outreach capacities across all BAY States through its emergency component. Current coordination is based in Maiduguri, while a representation office is set up in Abuja.

In 2020, SI opened a base in Zamfara State to start Emergency Response in North-West, where the security and humanitarian situation deteriorated in the past few years. In NW, SI is currently active in Gusau and Anka with RRM capacities across Zamfara State.

Security and humanitarian situations in both North-East and North-West as well as epidemic outbreaks, continue to affect millions of lives in those areas. SI is responding to the humanitarian needs of displaced populations and host communities through Wash, Shelter & NFI, FSL and Emergency activities. Through a strategic partnership, SI also promotes an integrated approach with health, nutrition and protection sectors.

The annual budget of the mission is around 9 million euros in 2021. The mission has potential for development in its current intervention area and in the North-Western part of Nigeria, where limited actors are currently present.

Security context is challenging in both North East (Borno) and North West (Zamfara), Nigeria, justifying specific arrangements. Depending on evolution of the security situation, access to the deep field vary from limited to none.

Mission: size, bases, budget, number of expatriates and national staffs.

  • 5 operational bases: Maiduguri, Dikwa, Ngala and Monguno in Borno State, Gusau in Zamfara State
  • Coordination Office in Maiduguri, Representation Office in Abuja.
  • The number of expatriates is variable between 18 and 20
  • The national staff is about 220 staff
  • The total budget of the mission is around 9 million euros

ABOUT THE JOB (1/2)

The Emergency Coordinator is the Head of the RRM Department and part of the Program Coordination Team based in Maiduguri. Under the supervision of the Deputy CD Programs, the Emergency Coo is charge of implementing RRM activities at the mission level as defined in the proposals. S/he will provide management and technical oversight to SI’s RRM intervention in Nigeria, particularly in the fields of WASH, Shelter, NFI distribution, Emergency Food Assistance and other activities designed to respond to the needs of conflict-affected populations. S/he will also contribute to designing SI’s emergency response strategy, supporting the development of new programs and proposals, and producing high-quality internal and external reports. In addition, S/he will lead RRM’s coordination with other NGOs/Government agencies through RRM working group, CCCM cluster and other coordination forums already established in Nigeria.

Strategy:

  • Analyze the humanitarian emergency context of the country on a regularly updated basis;
  • Propose an RRM strategy, emergency response and/or contingency plan for mission;
  • Ensure that targeted areas are reached in accordance with RRM objectives, as per contracts with donors, in line with SI’s overall program approach and ensure integration with other program activities;
  • Propose different research/assessment related to RRM theme;
  • Liaise with coordination and bases to develop and conduct multi-sector assessments across the program area, ensuring an integrated and holistic response to the needs of conflict-affected populations.
  • Responsible for designing and implementation of new emergency activities and innovative approaches;
  • Contribute to the preparation of emergency preparedness plan, budgets, funding concept notes and proposals through analysis of field data and coordination with RRM group;
  • Actively participate in the technical coordination week;
  • Support the Coordination team in monitoring and analyzing the WASH and Shelter/NFIs/FSL sectors (emergency part) and analyzing donor strategies for RRM interventions.

Programs :

  • Ensure that ongoing emergency and RRM programs comply with SOLIDARITES INTERNATIONAL internal and contractual procedures;
  • Ensure the relevance and individual quality of emergency and RRM projects, their compliance with established norms and standards, and propose adjustments if necessary;
  • Ensure the monitoring of project timelines, indicators and the achievement of results and programs objectives by the different partners;
  • Carry out regular field visits to monitor the implementation of projects, and ensure the quality of interventions according to SI standards;
  • Ensure the durability requirement of the works, the sustainability of the actions and the respect of the established norms and standards (SI, SPHERE, Cluster, etc.)
  • Support the Program Manager(s) in the writing and validation of interim and final reports according to donor procedures;
  • Ensure the proper use of RRM tools by the field teams, validate RRM diagnostic tools and reports.

Human Resources:

  • Identify the training needs for the PM and RRM teams, and develop training plans in conjunction with the HR department;
  • Implement technical training in line with the operational needs of the teams (RRM and PMs) and the training needs identified;
  • Organize and facilitate workshops, coordination meetings and/or technical exchange workshops for RRM and other teams at the mission level;
  • Contribute to performance evaluations of the mission's RRM team (s)

ABOUT THE JOB (2/2)

External relations :

  • Participate proactively and contribute in relevant coordination forums, working group and cluster meetings; Strengthen links with emergency/Shelter/NFIs/WASH/FSL departments with other NGOs through ongoing coordination, information-sharing and results dissemination at the state and federal level;
  • Represent SI in the multi-sectoral emergency program in relevant fora (WASH, Shelters/NF, FSL and CCCM);
  • In collaboration with the DCD Program, establish and maintain a good communication network and relations with government/local authorities, donor representatives, UN agencies and other international agencies;
  • Ensure representation of RRM in all meetings or forums related to the issues covered.

Capitalization:

  • Ensure the proper use of SI’s capitalization tools and their dissemination at headquarters (technical unit and desks);
  • Participate in the centralization and dissemination of procedures, guides and tools related to the activities carried out by the RRM team;
  • Suggest improvements to existing tools;
  • Build a network of RRM expertise and develop technical partnerships with other RRM actors in the intervention zone and inform the technical unit regularly;
  • In coordination with the technical unit, capitalize on the methods and techniques of intervention and on the experiences acquired by SI and other actors for RRM activities;

General

  • Coordinate with MEAL team to improve the design and implementation of Feedback/complaint Response Mechanism and quality initiatives, ensuring that they are integrated into the RRM interventions;
  • Ensure that cross-cutting themes, e.g., mainstreaming of equality, protection, and disaster risk reduction are integrated into the RRM interventions;
  • In liaison with Security Coo contribute to ongoing security management and planning as necessary;
  • Participate actively in weekly/bi-weekly coordination meetings;
  • With the help of MEAL unit, develop activities and beneficiaries tracking systems for RRM interventions;
  • Undertake other related duties as may reasonably be assigned by the DCD Programs.

Priorities for the first 2/3 months

  • Lead the process of reviewing intervention threshold and modalities;
  • Review and update RRM tools and improve RRM information management;
  • Reinforce SI position within the RRM coordination bodies and in partnership with Emergency government agencies (NEMA / SEMA).

  • Under the hierarchical authority: Deputy Country Director-Program

  • Functional report(s): Base PMs

YOUR PROFILE

Education and experience:

  • Master’s degree or equivalent in humanitarian / development studies, social sciences, WaSH, management or other relevant discipline.

  • At least 3 years overseas experience in the management and coordination of complex emergency interventions ;

  • Experience of working in volatile security context with limited field access;

  • Experience in Rapid Response Mechanisms with SI is an asset.

Skills and qualities:

  • Strong knowledge of project cycle management;
  • Ability to work independently and meet deadlines with minimal supervision ;
  • Experience in report and proposal writing;
  • Excellent interpersonal and communication skills: ability to effectively liaise with and motivate a variety of people in a multi-cultural environment;
  • Proven track record in remote management and excellent teamwork skills with the ability to build good relations both internally and externally ;
  • Proven influencing and negotiating skills with internal and external audiences, experience working in partnership with Governments would be an advantage;
  • Understanding and experience of the Humanitarian Accountability Partnership;
  • Strong commitment to humanitarian work and principles;
  • Ability to cope with stress; work under pressure with strict deadlines;
  • A great team player and leader.

SI WILL OFFER YOU

Salaried position
Salary: According to experience, starting from EUR 2640 gross per month (EUR 2400 base salary + 10% annual leave allowance paid monthly)

Monthly Per Diem: USD 600

SI covers accommodation costs and travel expenses between the expatriate's country of residence and the mission.

Break policy

  • 1 break of 7 working days every 3 months
  • 1 day off per worked month.

These days off, as well as the breaks, are not deducted from the paid leaves that are paid every months with your salary: they are offered by SI.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions

The Emergency Coordinator is based in Maiduguri, where all the coordination team is based, with potential regular movements to Abuja.

In Maiduguri the base offers a comfortable environment, in spite of limited movements outside of the compound for security reasons. The Guest House offers good living conditions, with private bedroom and bathroom and shared and comfortable common spaces. Electricity and internet are available at the office and at the GH at all times. Volley-ball and badminton court, ping pong, and some gym equipment are available in the GH. All essential good (food, hygiene etc..) can be bought locally in the small shops around the office, or in the pre-validated supermarket. There is a good social life in Maiduguri, even though it has been slowed down by the Covid-19 context. Visits to other NGOs are possible, as well as some pre-validated places City Star restaurant, ICRC Lezzy Lizard bar.

Life in Abuja is comfortable and safe. Abuja has good markets, good international schools, high standard medical services, comfortable and safe housing.

COVID 19 :

Solidarités International recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
