The Senior Research Fellow on Policy is an integral position within SEI Asia. The main role is to develop and implement SEI Asia’s strategy to enhance SEI’s policy engagement and bring influence to bear on policies and practices related to our research with particular reference to climate change and/or natural resources management in Asia. He/she/they will provide guidance to the SEI Asia team on policy analysis, effective policy engagement and mechanisms to support our research with policy influence.

In particular, this position will support SEI Asia’s key programme areas, Sustainable Mekong Research Network (SUMERNET) and the Strategic Collaborative Fund Phase 2, and contribute across programmes and projects at SEI Asia and SEI globally. The policy role is expected to focus on climate science and/or natural resources management and policy in Asia. The appointee will be based at SEI Asia in Bangkok and report directly to the SEI Asia Centre Director while working closely with the key Asia cluster and project leads. The appointee will be responsible for the line management of SEI Asia’s policy team.

Main responsibilities

  • Develops and implements SEI Asia’s policy strategy on engagement and outreach towards enhancing SEI’s influence in the following fields of environmental sustainability: climate change, natural resources and climate adaptation in key areas, including water, urban, gender, disaster risk reduction and related fields
  • Leads the SEI Asia’s policy team in conducting policy research and effective policy engagement throughout Asia through fundraising, project and personnel management, research, stakeholder engagement, monitoring and evaluation, and producing high-quality knowledge products
  • Provides mentorship, supports professional development and capacity building for colleagues on the SEI Asia policy team and guides the successful achievement of annual performance goals by individual team members to support the policy engagement of SEI programmes and projects, with a special focus on climate change, natural resources management, circular economy and bioeconomy
  • Establishes, builds and engages strategic partnerships and networks with multi-stakeholders including government officials, think tanks, universities, research institutes, private sector and civil society in implementing policy and promoting evidence-based decision-making related to environmentally sustainable development in Asia
  • Leads and contributes to fundraising on policy and climate research and engagement and actively seeks to secure funding for projects or activities with specific policy engagement outcomes
  • Leads impactful academic publications that can advance policy research and engagement in the environment and development fields
  • Supports centre management as representative of policy team on the SEI Asia’s programme management team and later also within SEI Asia’s senior management team
  • Contributes to the development of SEI Asia policies and strategies related to policy engagement
  • Leads policy communications and outreach activities in collaboration with SEI and SEI Asia’s communications teams, including presentations at strategic events and panels, policy dialogues and media outreach
  • Contributes to strengthening the relationship between SEI Asia and Chulalongkorn University, our host institute in Thailand
  • Contributes to office management including attending staff meetings, routine administrative tasks, recruitment processes and other duties as requested by the centre director.

Formal qualifications and knowledge

  • PhD with 15 years of work experience or MSc with at least 18 years’ experience in fields related to climate change, climate adaptation and resilience or natural resources management with relevance to policy engagement
  • A minimum of 10 years leading or managing projects or programmes where policy engagement is core component of work
  • A minimum of 8 years line managing personnel
  • Strong knowledge and understanding of Asia’s environmental challenges and its interconnections with policy and practice on climate change and natural resource management
  • Extensive experience engaging and networking with governmental and non-governmental actors on policy-related issues, preferably related to climate and natural resources management in Asia
  • Strong track record of fundraising
  • Proven record of successfully influencing policies related to climate and natural resources management
  • Proven experience in intellectual leadership and high-quality publications in the field of environmental sustainability, including policy research and analysis
  • Demonstrated record of interdisciplinary collaboration, partnership and team building and a proven record of work in a collaborative environment with time, project and personnel management
  • Proven experience in communicating research findings for non-academic audiences using diverse multimedia, including blogs, op-eds and policy briefs
  • Excellent written and spoken English.

Desirable experience and knowledge

  • Experience working in government, development or private sector
  • Experience in translating and communicating scientific information to a range of different audiences
  • Experience working in an international environment
  • Working knowledge of any national languages in the Mekong Region.

Personal skills required

  • Personal initiative and commitment to excellence and results, as well as enthusiasm for supporting scientific research and policy engagement.
