Under the overall supervision of the Chief of Mission in Caracas, Venezuela, and under the direct supervision of the Senior Programme Coordinator in Caracas, Venezuela, and in close collaboration with the Head of Resources Management Officer, the successful candidate will coordinate and monitor all activities and will be responsible and accountable for ensuring the overall effective management of IOM staff, assets and other resources in the Sub-Office (SO) of San Cristobal, taking care of all IOM programmes and projects developed in the region; ensuring their relevant and effective implementation, in line with the specific requirements of the Partners of the international cooperation; especially with the UN agencies, as well as those arising of the coordination with local and/or regional authorities.
Core Functions / Responsibilities:
Oversee and manage all aspects of the operational, administrative and budgetary activities of the SO in coordination with relevant units in IOM Caracas.
Supervise all aspects of the projects implementation and assume all administrative, budgetary, financial and reporting responsibilities including renovation or construction of office premises.
Develop project proposals in line with IOM project development and implementation handbook, identified priorities by key stakeholders and/or calls for proposals of various donor institutions. Ensure communication and liaison with Country Office Caracas for proper review, endorsement and submission.
Oversee local recruitment and provide training to staff in accordance with the needs of the area and programme requirements, in coordination with the relevant units in IOM Caracas.
Supervise and coordinate the implementation of all programmes in San Cristóbal Táchira Sub Office. Liaise directly with the Senior Programme Coordinator in IOM Caracas on all operational matters.
Closely coordinate with the Senior Programme/ Operations Coordinator in IOM Caracas, on all operational requirements and activities.
Be responsible for the management of both SO San Cristóbal and IOM field office in San Antonio Táchira, and IOM antennas in Maracaibo (Zulia) and Apure state. Ensure that premises are operating smoothly. Supervise sub-office and field offices staff for daily operations, ensure compliance with IOM policies and procedures and maintaining good condition of premises.
Supervise and coordinate the implementation of projects in close coordination with the respective programme/project staff.
Undertake emergency response operations and implement mitigation initiatives, e.g., migrant and refugee influx, floods, mitigation of resource-based conflicts.
Support and assist fund-raising strategies; develop and maintain donor contacts at local level.
Identify and recommend new projects, draft project documents. Serve as programme manager during the implementation of the project once funding is secured.
Establish close coordination and consultation with the Office of the United Nations Department of Safety and Security, Field Staff Security Officer in Caracas, civil and military governmental authorities, community leaders, village councils and others to ensure security of IOM staff.
Represent IOM in Tachira and the states covered by the SO San Cristóbal and establish partnerships, maintain, and develop working relationships with local, regional governmental authorities, community leaders, councils, United Nations agencies, non-governmental organizations, partners and other stakeholders, including but not limited to implementing community relations initiatives and cultural sensitization.
Analyze migration trends and issues; assess the potential for programme development and advice on migration related developments.
Prepare and distribute internally and externally on a regular basis, statistical and narrative reports as required.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
• Master’s degree in Political or Social Sciences, Law, Business Administration, Migration Studies, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
• Five years management/supervisory experience in working with humanitarian and migration programmes with supervisory experience in administrative, human resources and financial management;
• Experience in programme management, emergency operations and displaced populations, refugee and migration related issues;
• Experience in project management in the field of migration;
• Experience in liaising with Government authorities, other national/international institutions;
• Experience in liaising with governmental and diplomatic authorities, as well as, with national and international institutions;
• Previous experience working with IOM and with UN specialized agencies an advantage; and,
• Experience in preparing clear and concise reports.
• Sound knowledge of migration management principles, concepts and techniques;
• Demonstrated expertise in post-conflict /emergency operations;
• Excellent monitoring and evaluation skills, managerial skills, organizational skills and accuracy;
• Ability to work with minimal supervision;
• Delivers on set objectives in hardship situations;
• Effectively coordinates actions with other implementing partners;
• Works effectively with Donors, UN agencies, local authorities, stakeholders, beneficiaries, and the broader community to advance country office objectives;
• Knowledge of UN and bilateral donor programming;
• Knowledge of financial rules and regulations; and,
• Knowledge of International Public Sector Accounting Standards (IPSAS).
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and Spanish is required (oral and written). Working knowledge of French is an advantage.
