BACKGROUND

WFP Tajikistan’s five-year Country Strategic Plan (CSP) 2019 – 2024 focuses on supporting national social protection and safety nets, nutrition, resilience-building and disaster risk reduction, aligning WFP’s support to national priorities and in synergy with the action of other partners. By means of the CSP, WFP is undertaking a strategic shift from direct implementation to enabling and strengthening capacities of national and sub-national institutions to deliver on their food security and nutrition priorities. WFP activities support the achievement of Sustainable Development Goal 2 (Zero Hunger) and 17 (Partnerships for the Goals). The geographic scope of WFP Tajikistan operations encompasses the entirety of the country. In addition to the country office in Dushanbe, WFP has field offices located in Bokhtar, Gharm, Khorog, and Khujand to oversee operations in those specific regions.

While the CSP has five Strategic Outcomes (SO), it is SO3 that links to climate change adaptation and resilience, with the aim being “Targeted food-insecure communities in areas vulnerable to climate change have increased their resilience to shocks by 2024”. Under Strategic Outcome 3, WFP strengthens rural communities’ resilience to recurring shocks and rehabilitating community assets and contributes to alleviating and mitigating environmental degradation and its consequences through climate change adaptation activities in support of rural communities that are dependent on land for their livelihood and food.

There are numerous projects under SO3 however the focus of this post will be on developing emergency response capacity for protecting food security and ensuring good-quality nutrition in the event of crises caused by economic shocks, agricultural failures or natural disasters, including through climate services and early warning. In parallel to emergency response plans, it is necessary to set up state social protection schemes that provide access to food and create productive assets for strengthening capacities to respond to shocks.

To maintain WFP’s leading role in supporting the Government of Tajikistan in emergency response, SO3 enables WFP to respond to government requests following small-scale natural disasters. Such events are recurrent in Tajikistan and their impact and frequency have increased as a result of climate change. Activities will be implemented in partnership with the national committee on environmental protection, the national hydrometeorological service (Hydromet), the Ministry of Agriculture, the national committee on emergency situations and civil defence, district authorities, Rome-based agencies, UNICEF and other international and local non-governmental organizations and private sector entities.

PURPOSE OF THE ASSIGNMENT

The above described initiatives require enhanced capacity at the country office level and strong coordination with internal and external stakeholders. The Senior Programme Associate (CCARB) will specifically manage the emergency planning and response as well as external coordination with government counterparts. The incumbent will also provide broader support to the overall SO3 portfolio.

ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive)

Working within the CCARB team and reporting directly to the CCARB Coordinator / Activity Manager, the incumbent is expected to perform the following duties and responsibilities:

1. Governmental and Interagency Coordination
• Engage at strategic and technical levels with key government officials directly or indirectly involved in decision making related to emergency and disaster response, with line ministries (e.g., the Committee of Emergency Situations and Civil Defense, Committee on Environmental Protection, Forestry Agency, Agency for Land Reclamation and Irrigation, Ministry of Economic Development and Trade, etc.), and other government entities at the central level;
• Draft correspondence and agreements (e.g., Memorandums of Understanding, Letters of Agreement, etc.) with government counterparts in English and support the translations of final versions;
• Represent WFP in and contribute to national platforms such as Development Coordination Council thematic meetings relevant to SO3, including climate change; agriculture and land; water; and emergency/disaster response and management;
• Support SO3-related interagency efforts and approaches under the Delivering as One approach, which may include (but is not limited to) consolidated district development plans, joint advocacy, joint programming, etc.
• Foster relationships and support partnership-building with government institutions as part of the capacity strengthening initiative.

2. Disaster Risk Reduction/Disaster Risk Management and Emergency Preparedness and Response

• Develop a strategy/implementation plan and standard operating procedures for WFP disaster risk reduction and management (DRR/DRM) and emergency preparedness response (EPR) to reflect a consolidated approach with Government of Tajikistan regulations;

• Coordinate effective and efficient implementation of DRR/DRM, EPR, and resilience-building activities that support food security-related disaster risk reduction;

• Coordinate and facilitate the implementation of Emergency Preparedness and Response Package, including supporting a) the identification and implementation of mandatory minimum preparedness action; b) identifying contextual risks and c) updating the risk registry accordingly;

• Provide support to WFP and interagency contingency planning and simulation exercises at a national level;

• Support the capacity building of WFP country office and field staff, partners, and government counterparts in the portfolio of DRR/DRM and EPR, travelling to the field as necessary;

• Act as focal point with headquarters and regional bureau for matters related to DRR/DRM and EPR;

• Research, develop, and diversify programming through sourcing and obtaining alternative funding streams, including through initiation of concept notes and proposals;

3. Climate Change Adaptation / Resilience Building (Overall SO3 portfolio)
• Manage documentation of negotiations and agreements with cooperating partners and other stakeholders (inclusive of a potential partner roster, field level agreement development, and cooperating partner reporting and performance evaluations);
• Support the development of standard operating procedures, monitoring and reporting formats, and other guidance documents;
• Support effective and efficient implementation of Climate Change Adaptation activities that support food security.
• Provide support to the field offices and cooperating partners to assist in initiating projects and ensure compliance with agreements and contracts, traveling to the field as necessary;

4. Cross-cutting
• Lead government capacity building and emergency preparedness under WFP Tajikistan CSP activity 5;
• Support WFP programme teams in identifying and incorporating emergency activity indicators, climate (risk) indicators into food security monitoring systems and other WFP programs;
• Support the implementation of the WFP Tajikistan CSP through ensuring cross-cutting efforts such as nutrition-sensitivity, gender and diversity inclusion, protection and accountability, and capacity development, are integrated throughout the portfolio and to ensure equal participation and consideration of women and men, boys and girls, and people living with specific needs and/or disabilities;

  1. Support data collection efforts of WFP and/or joint initiatives, as required;
  2. Any other business.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Proven work experience in implementing technical programmes (e.g., climate change adaptation, natural resources management, disaster risk reduction, resilience, humanitarian work, emergency response, etc.), and providing input to policy discussions.

• Proven capacity in strategic thinking.

• Experience with community-based participatory planning approaches.

• Behavioural competencies such as action management, client orientation, cognitive capacity, innovation, partnering and teamwork.

• Strong computer skills: MS Word, MS Excel, MS Outlook, and Internet.

• Excellent organizational and communication skills at all levels, especially report writing skills and email communications.

STANDARD MINIMUM QUALIFICATIONS

Education and Experience:

• Completion of secondary school education. A post-secondary certificate in the related functional area.

• At least 3 years of progressively responsible working experience in project management.

Languages:

• Fluency in oral and written English is required.

• Fluency in oral and written Russian and Tajik is required.
