Proposal Summary:

The Inclusive Justice Activity aims to increase the confidence of the Colombian people in the justice sector through reducing levels of impunity, increasing access to quality justice, and promoting respect for the rule of law. The Activity has a strong territorial focus and will have several regional offices. This is a five-year activity that is expected to begin in the fall of 2021.

Position Summary:

MSI seeks a qualified Deputy Chief of Party—Programs (DCOP-P) to provide technical leadership for all Activity objectives and fulfill the responsibilities of the chief of party (COP) in their absence. The successful candidate will be an expert in Colombia's justice sector who is deeply familiar with the relevant stakeholders, including municipal governments, justice-focused civil society organizations, and other community justice actors. They will have demonstrated experience providing technical direction to donor-funded projects in the rule of law sector. Please note this position is contingent upon funding and USAID approval. Colombian citizens are encouraged to apply. This position will be based in Bogotá.

Responsibilities:

  • In collaboration with the chief of party (COP), provide oversight of all programing across the Activity's objectives and sub-objectives.
  • Provide technical expertise and direct support to the Activity's program teams working on various objectives and activities, including: institutional strengthening, improving justice sector coordination; gender-based violence; alternative dispute resolution; indigenous law; and public information and community engagement.
  • Supervise program staff, including component leaders, trainers and local and international consultants across the component's sub-objectives.

Qualifications:

  • An advanced degree in law or a related field.
  • Minimum of seven (7) years of experience managing international development programs that include access to justice and civil society objectives.
  • Demonstrated experience in working effectively with justice sector stakeholders, government counterparts, and civil society organizations, particularly at the regional level.
  • Demonstrated experience with vulnerable groups, including indigenous communities, Afro-Colombians, rural communities, and LGBTI and women's rights organizations preferred.
  • Demonstrated experience in working in and a concrete understanding of institutional, cultural, and other challenges in remote, rural areas, particularly in ex-conflictive regions.
  • A demonstrated track record of progressively responsible managerial experience implementing donor-funded projects.
  • Minimum of five (5) years of supervisory experience.
  • Spoken and written fluency in Spanish required.
  • Fluency in English strongly preferred.
