ACTED Ukraine

In 2015, ACTED and its partner IMPACT Initiatives responded with the REACH Initiative to provide information management and assessment support for evidence-based aid planning and delivery. As part of the Access Consortium, ACTED is also participating in a cash assistance program for 3,500 people. ACTED teams undertake the vulnerability analysis, post distribution monitoring, and coping strategy index, which used to analyse the situation and develop the project. ACTED is supporting local authorities, in charge of 100 settlements and 200,000 inhabitants, to develop preparedness guidelines to improve response capacities to conflict-related events.

You will be in charge of

1.External Positioning

1.1. External Relations

  • Act as key ACTED and IMPACT Initiatives representative on AGORA projects in Ukraine
  • Ensure external representation of ACTED in Ukraine, vis-à-vis national and local authorities, donors and partners
  • Participate in and report (internally) on key coordination meetings – esp. those pertaining to HDN and governance – involving all relevant stakeholders such as donors, NGOs, UN Agencies, intergovernmental institutions
  • Ensure effective coordination and collaboration with key stakeholders and partners, i.e. NGOs, civil society organizations, community groups, and government counterparts in line with AGORA methodology
  • Identify opportunities to collaborate and coordinate efforts with other organizations to ensure wide stakeholder buy-in and participation in AGORA projects.

1.2. Project Development

  • Ensure up to date context and secondary data analysis is available, especially pertaining to issues of Governance, Decentralization, Civil Society and HDN;
  • Ensure regular stakeholder analysis is done.
  • Provide technical inputs into proposal design and ensure new or adapted projects for.
  • Maintain lessons learned and good practices register to inform proposal development

2.Internal Technical Support and Coordination

2.1. Coordination

  • Support the development and maintenance of a coherent AGORA strategy across ACTED’s areas of intervention in Ukraine
  • Ensure cross-project synergies by maintaining an overview of all ACTED and IMPACT activities in Ukraine, and ensure ACTED/IMPACT activities from other projects are integrated in AGORA area-based activities where relevant
  • Coordinate ACTED and IMPACT activity implementation in all local governance recovery/stabilization projects.
  • Coordinate the identification of priority geographic and technical areas with ACTED managers and partners.
  • Promote harmonization of approaches and methodologies across AGORA projects by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning
  • Organize internal AGORA meetings on a monthly basis.

2.2. Technical Leadership

  • Define AGORA project implementation modalities, methodologies and technical standards – making arbitrations where necessary.
  • Co-Lead, with the relevant ACTED and IMPACT project leads, the development of all technical tools related to AGORA projects (assessment ToRs, ad hoc reports, capitalization reports…);
  • Provide technical support to the ACTED and IMPACT AGORA managers and staff to implement the ACTED/IMPACT AGORA/Local Governance projects to a high quality standard;
  • Disseminate tools, research, best practices and lessons learned internally and externally through publications, networks, working groups, events, and conferences.
  • Develop a comprehensive model/strategy for area-based local stabilization programming in Ukraine.

2.3. Staff Capacity Building

  • Participate in the recruitment and training of AGORA staff members
  • In coordination with Project Managers identify individual training needs and ensure access to training and professional development opportunities appropriate to the skill gaps and needs
  • Develop and provide trainings to projects teams on ACTED/IMPACT activities
  • Support project teams in the development of capacity-building programmes for local actors

Expected skills and qualifications

  • Masters degree in relevant subject
  • Past experience in local governance and/or stabilization and/or decentralization and/or rural/urban planning
  • Fluency in English
  • Fluency in Russian or Ukrainian would be desirable

Conditions

  • Salary defined by the ACTED salary grid depending on education level, expertise, security level and experience
  • Living allowance of 300 USD
  • Lodging and food provided in the ACTED Guesthouse / or housing allowance (depending on the contract lenght and country of assignement)
  • Flight tickets in and out + Visa taken in charge by ACTED
  • Provision of medical and repatriation insurances
