The Department of Human Resources and Office Services (HROS) designs, manages, coordinates, implements and evaluates IDLO’s human resource policies, strategies, processes, and procedures for a dynamic global workforce of some 440 international and local employees. The Department is also responsible for administering and coordinating Office Services, including facilities management and travel, and shares with other relevant departments the responsibility for ensuring the security and well-being of IDLO personnel and effective human resources and security support to IDLO country offices.

The Security Adviser, in collaboration with IDLO security personnel globally and other relevant departments, monitors security issues in all locations where IDLO employees operate and ensures they are provided with the necessary security training and equipment. The incumbent further facilitates compliance with respect to security policies, procedures, and guidelines, and advises on IDLO security directives/instructions.

Under the supervision of the Director, Human Resources and Office Services, and in collaboration with the Security Management Team (SMT), the incumbent shall be responsible for the following:

Main responsibilities and accountabilities:

· Coordinating IDLO’s Global Security Risk Management

· Contributing to the review, development and implementation of IDLO’ Security Policy Framework, Policies and Procedures

· Managing the IDLO’s Security Risk Management and Analysis Process

· Supporting the coordination of IDLO’s Crisis Management

· Ensuring IDLO’s Security Compliance Monitoring and Evaluation

· Overseeing the development and delivery of Security Training and Capacity Development

Detailed duties: **

· Advises IDLO’s senior management and the Chair of the SMT at Headquarters as well as country managers on all security risk management-related matters and on mitigation measures to develop a culture of security.

· Provides expert advice on the review, development and implementation of an IDLO Security Risk Management framework (SRM), including policies, standards, procedures, guidelines and resources.

· Coordinates all aspects of security risk management for IDLO, and acts as the focal point on global operations related to security risk management and analysis as well as crisis management and contingency planning. Provides operational support to Branch, Liaison, Regional and Country Offices in this regard.

· Reviews, develops and monitors the SRM and Analysis process and other relevant requirements of security policies and guidelines, to enable the continued delivery of IDLO programs particularly in high risk environments and crisis situations while ensuring the safety, security and well-being of personnel, and the security of IDLO premises and assets.

· Assesses program strategies in terms of exposure and risk and determines the appropriate risk mitigation measures. Advises the senior management and country managers security risks and of the security planning and training necessary to mitigate assessed threats to IDLO’s operations.

· Ensures that organizational program and security objectives are reconciled, and that security measures are fully integrated into operational planning (including budgetary provisions) at the earliest stages of program development.

· Conducts missions to IDLO country offices to assist country managers to, inter alia, ensure security compliance. Reviews and revises country-specific Security Risk Assessments. Reviews and revises operational plans to ensure security compliance.

· Develops specific security strategies and operational procedures and establishes contingency plans for all countries, including medical evacuation plans.

· Builds and maintains networks of collaboration with other international organizations, security providers, and local government security officials to ensure that a support infrastructure is in place to respond to risks and to anticipate emerging security issues.

· Provides technical supervision and support to IDLO’s field security personnel in country offices. Motivates and supports the team with a view to fostering a team approach in meeting objectives and goals. Maintains effective working relations within a multi-cultural setting.

· Coordinates, develops, and evaluates safety and security training activities across IDLO.

· Performs any other related duties as may be required by the Director of Human Resources and Office Services.

Education and Work Experience

· Master's degree or equivalent in security management, business administration, political/social science, psychology, law, international relations or a related field is required.

· A minimum of 10 (ten) years of professional security management experience including in an international organization (UN, IGO, international NGO), both at field level and HQ, is required. Professional experience with law enforcement, military or intelligence will be an asset.

· Demonstrated experience in performing rigorous security analysis at strategic and/or organization wide level and the ability to develop policies, guidelines, reports or other operational recommendations.

· Working experience in hardship locations is essential.


· Fluency in English is required. Knowledge of Italian, Arabic, French or Spanish would be an advantage.

Specific knowledge, skills and competencies

· Ability to plan, organize, coordinate and implement security operations in different locations, manage crisis situations and contingencies, produce reports and papers on security issues.

· Demonstrated knowledge of the development of security policies and procedures consistent with operations in high-risk environments in an international organization.

· Ability to develop detailed security advisories, reports and notifications for senior management at Headquarters.

· Excellent written and verbal communication skills.

· A self-starter, able to identify continuous improvements to working practice, make recommendations and implement change.

· Excellent interpersonal skills and the ability to work constructively with several internal service departments.

· Proven ability to complete tasks in a timely manner and to deliver high quality results.

· Ability to remain focussed under pressure of tight deadlines and in crisis situations.

· Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.


For this internationally recruited professional position, IDLO shall offer the selected candidate a Fixed-Term Contract of 24 months, with possibility of extension subject to performance and availability of funding.

IDLO will offer a basic salary of Euro 69,000 and a benefits package including provident fund contribution, medical insurance, leave entitlements including home leave in accordance with IDLO Employee Regulations and Rules. Relocation and installation support are also available for internationally recruited employees.

Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
