Invitation to Bid

Reference No: 83378973 GIZ AU Tender

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the African Union Citizens and Diaspora Directorate (AUC-CIDO) are commissioning a consultant to revise the iDove training manual.

The Interfaith Dialogue on Violent Extremism (iDove) was launched in 2017 with the aim to foster new approaches to prevent violent extremism, while utilizing the positive potential of religion, and promoting dialogue between youth from various regions to develop common PVE strategies.

Various initiatives have been implemented within the iDove framework, namely: 4 intercontinental youth forums, virtual hackathon, small-scale projects, trainings of trainers (ToT).

In total, eight trainings or ToTs have been implemented on the basis of a manual developed by the iDove project. The trainers have provided feedback on the manual in general as well as on individual modules of that manual. The feedback from participants and evaluations by the iDove team highlight that (despite the recent achievements), the training programme and manual would benefit from a more inclusive approach. In order to respond to the feedback, new tools are required.

Since PVE is a sensitive topic, the quality of the manual is essential to ensure appropriate implementation in different contexts. Hence a consultant will be commissioned to review the existing manual based on the extensive feedback received. While revising the manual, safeguards as well as the interfaith aspect of the iDove project need to be taken in consideration. The structure of the manual will follow the 6 existing modules (1. Identity and Community, 2: Understanding Conflict, 3: Understanding and Responding to Violent Extremism, 4: Communication, 5: Intercultural and Interreligious Resources, 6: The Role of Youth in the Community) while enhancing the contents, and adding a session on “Storytelling Approaches” (under Module 4: Communication) as well as a new module on Mental Health and Psychosocial Support (MHPSS).

In addition, the revision of the training manual (including its practical exercises) needs to be adapted for a virtual format that will be hosted on the project partners (AU/GIZ) online platforms. The digitization of the training manual shall allow both self-paced training, and guided group training.

Last, a supplementary guide with tools for implementation of the ToT or training in specific contexts shall be developed. In order to better address the Leaving No One Behind (LNOB) principle, the supplementary guide should compile a variety of methodological approaches allowing application of the manual’s module in fragile contexts or contexts with a high number of illiterates.

Period of assignment: From May 24th, 2021 until August 31st, 2021 for up to 40 expert days. There is an option to extend the contract period if required by the project partners (AU/GIZ).**
