II. Background Information
The main objective of the IOM MIDA Somalia project is to mobilize human and financial resources, to contribute to the stabilization and development of Somalia through local and diaspora expertise. The MIDA project provides the necessary mechanisms to improve institutional performance and the capacity to respond to the needs of the Somali people while at the same time retaining the knowledge within the institution once the diaspora experts complete their assignment. The beneficiary institution will host the qualified Somali diaspora expert and will be responsible to provide a safe and secure work environment. IOM will monitor the performance of the expert while in assignment.
About Technical and Vocational Training in Somalia
According to the Population Estimation in Somalia Survey (PESS) 2014, there are 4.4Million youths aged between 15-34 years, with 33.7% of them between 15-19 years. In Central South States 96% of the youth are out of school while Somaliland and Punt land have 92% and 91% respectively. The education sector is expected to strengthen Technical and Vocational Education Training (TVET) and create a pathway from school to work in collaboration with the ministries of Labor and social affairs and Ministry of Education, Culture and Higher Education. Practical skills, knowledge, and entrepreneurial tools that match labor needs are critical for growth of the subsector.
95% of the youth aged between 14 and 24 years in Somalia are not enrolled in any post-secondary institution. Lack of standardized curriculum has contributed to graduates from various TVET centres getting in the job market with various skills and profiles. The TVET subsector is mainly supplier driven with most of the centres being operated by NGOs. The TVET service providers decide the courses/skills to train based on the number of trainees in their programme. The subsector in FGS is least funded in the region having been allocated only 1% of the USD 190M spent by donors in TVET between 2013-2017.Lack of qualified TVET instructors is a key challenge in the subsector. Though there is general lack of reliable data on TVET subsector in Somalia which calls for improvement of the Education Management Information System (EMIS), the infrastructure development in TVET subsector is poor. The government employment system recognizes technical skills as key employment criteria, those with technical skill being recognized in the job grading system.
The key gaps in the subsector include:
- Limited resources to support TVET sector development
- Policies and guidelines to govern TVET training are under development and not yet implemented
- Poor infrastructure
- Lack of qualified TVET instructors
- Lack of TVET coordination between Federal Government of Somalia (FGS) and Federal Member states (FMS), TVET providers and supporters (LNGOs/INGOs).
- Lack of skilled workforce in TVET Sector
The following project objectives are planned in the TVET system building:
Collecting and reviewing relevant and existing documents from federal government and federal member states .
Enhanced capacity of government authorities to develop a TVET policy and strategy and support its implementation;
Enhance mutual understanding among stakeholders to include Federal Member State in the design and implementation of sustainable and progressive TVET programs.
Preparing consultation workshops and facilitate validation workshop.
Reporting and presentation of key findings, provide guidance and present way forward
The Ministry of Labour and Social Affairs is looking for a TVET Technical Advisor to support the Federal Government of Somalia in developing a TVET policy working closely with the Ministry of Labour and Social Affairs TVET Department, and establishing guidelines appropriately and a common ground for coordinated efforts in developing relevant and quality TVET in Somalia.
III. Activities / Key Results Expected
Under the overall guidance of the TVET Director in the Ministry of Labour and Social Affairs, the incumbent will be responsible for the following duties and responsibilities:
Provide top quality analysis and substantive inputs to MoLSA TVET Department for the development of policies, strategic plans, background research and other strategic documents;
Provide authoritative and technical advice on possible areas for MoLSA TVET Department support and adjustment of ongoing programs to ensure that Department programs are in line with national policies and priorities;
Selection of strategic research topics, surveys and/or case studies;
Develop landmark documents which the Department needs such as proposals, concept notes, meeting schedules or time tables
Develop a policy development roadmap with the guidance of the TVET department director and considering the priorities of the government in line with the National Development Plan
Participate in policy development discussion platforms and conduct landmark assessments
Train, coach and mentor the Quality Assurance team of the MoLSA TVET Department through providing sound technical guidance, development and application of relevant guidelines and checklists, etc.
Develop and implement QAS strategies and advice on QAS policies and regulations across the Ministry with emphasis in application processes;
Strengthen the technical capacities of QAS Officers from MoLSA through training, mentoring and coaching to help the quality of vocational training system of the country.
Draw and implement a comprehensive monitoring and supervision plan to ensure regular quality assurance activities in different levels of vocational trainings through the coordination of TVET Department
Assist the TVET Director and the Ministry staff in the QAS Unit in executing their responsibilities and transfer skills to the Vocational Training Officers in preparation for upward professional mobility in their chosen career.
Develop effective systems for performance evaluations, management and career development tools;
Any other tasks assigned by the TVET Director of the Ministry of Labor and Social Affairs
Perform other duties as may be assigned.
IV. Target Outputs (Measurable Results)
- A comprehensive monitoring and supervision plan to ensure regular quality assurance at different levels of technical and vocational trainings.
- Substantive input in development of policies, strategic plans, background research and other strategic documents
- A policy development roadmap with the guidance of the TVET Department Director and taking into consideration the priorities of the government in line with the National Development Plan
- Development and implementation of QAS strategies and advice on QAS policies and regulations across the Ministry with emphasis in application processes;
V: MIDA requirements
Besides the specific outputs mentioned in section IV, the MIDA programme requires the following steps/actions to be undertaken throughout the assignment. These are standard requirements for all assignments undertaken under this project:
1. Transfer of skills: One of the main responsibilities of the qualified Somali expatriate, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge. **
2. Work plan: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the MIDA focal person in the field. This work plan can be revised during the mid-term review to reflect new developments or changes in strategy.
3. Mid Term Review: there will be a mid-term review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.**
4. Interim and Final Reports: A progress report will be submitted by the incumbent to the Supervisor and to the MIDA focal person in the field. Thereafter a final report will be provided at the end of assignment.**
Level of Education:
· Bachelor’s Degree in any of the following fields: Social Science, Education, International Relations, Political Science or relevant fields with an accredited academic institution.
· Proven expertise in TVET system, development, demographics or other relevant technical field;
Fluency in English and Somali is required
General Skills / Other Requirements:
- At least 7 years of appropriate experience in TVET system
- Knowledge of TVET policies and quality assurance frameworks and labour market driven TVET institutions
- Proven ability to establish and maintain strong working relations with Government and Non-Governmental counterparts, international organizations, civil society and private sector entities;
- Proven experience as a trainer, facilitator, and presenter on the topics of TVET.
(This will be determined by MIDA team based on qualifications (VI) and level of the assignment .
VII: Security and insurance modalities
Health insurance, including evacuation due to medical emergency, will be provided by the project. However, expert will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.
Please note that neither IOM nor the donor, according to the contract, will be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.
Before leaving the country of residence and upon arrival in in Somalia, the qualified Somali expatriate will receive a briefing including security advice and cultural background.
