Reporting to the D-MEAL Manager, the Gender Mainstreaming and Accountability Coordinator has the primary role of strengthening the gender mainstreaming component and humanitarian accountability system within the JAM South Sudan Programme. The position offers leadership in research, policy development and program wide operationalization of key gender mainstreaming and accountability systems activities in JAM South Sudan in general and specifically in Wunrok. The role is expected to advocate for greater attention to gender perspectives.
· Lead in the gender analysis of ongoing projects and the programme and context in general with an emphasis on the roles/ responsibilities, access/ control over resources, decision making power and key needs and priorities for women with a view to customize the JAM projects and ensure it addresses some of these key issues.
· Work with project teams to ensure the integration of gender considerations in ongoing and new projects
· Co-ordinate training activities and develop key tools for training on gender mainstreaming based on identified needs for JAM staff, in liaison with other stakeholders that can contribute towards this;
· Assist with respect to gender issues, the D-MEAL team, in monitoring results emanating from the JAM program of work
· Ensure project reporting and D-MEAL systems produce gender disaggregated data and analysis which feeds into the improvement of the general project quality. In this endeavor, the role will support capacity for analysis and reporting that is gender sensitive through provision of tools, templates and mechanisms that support the same.
· Represent JAM at developmental forums and liaise with gender focal points in other institutions for events where information on gender mainstreaming may be required to leverage JAM programs;
· Lead the establishment of a gender task force within JAM and serve as its coordinator
· Advice policy and facilitation of knowledge building on gender issues
· Ensure field application of humanitarian accountability principles and standards.
· Ensure information sharing channels are established and functional continuously to provide people in need / affected population better understanding on their rights, entitlements, registration, targeting / selection processes, access to other services, complaints & response mechanisms.
· Ensure that complaints & response channels are established and functional, and reach out to all groups within the affected population. Ensure these channels are age, gender, nationality and ethnicity appropriate.
· Ensure that all complaints that are not addressed within the stipulated timeframe, are followed up and escalated to management as outlined in the SoPs.
· Ensure JAM staff & partner staff are trained on accountability concepts, tools and systems.
· Work with sector specialist & project staff to mainstream accountability within the project. This would include but not limited to reviewing and providing accountability inputs to communication material, beneficiary selection processes, planning, implementation, monitoring and evaluation, community mobilization etc.
· Compile and submit quality reports to D-MEAL manager for further consolidation and management decision making
· Work closely with the D-MEAL, Programmes and Operations field teams to ensure that they have all the required information, material, and resources needed for their day-to-day work.
· Develop and maintain a central database to document complaints and feedback received from all channels. Ensure that the database is updated and utilized on a regular basis.
· Review all complaints and response mechanisms (CRM) on a periodic basis to ensure systems are relevant and efficient. This will include community and partner review meetings / assessments.
· Ensure that the mobile technology is used widely across accountability work for cost efficiency, real-time information & centralized data purposes.
· A minimum of bachelor degree in social sciences, gender, development, law, human rights, or other related qualifications.
· At least 5-year experience in NGO work with a specific focus on gender or advocacy and humanitarian accountability work.
· Project conceptualization and design experience, with strong understanding of integration of gender, accountability and other cross-cutting issues in programme designs.
· Demonstrated understanding of the gender dynamics in the South Sudanese, or similar, context and the various fora and networks that work on gender mainstreaming issues.
· Demonstrated knowledge of the key standards guiding gender mainstreaming locally and internationally.
· An understanding of the Core Humanitarian Standard (CHS), the SPHERE standard, Red Cross and Red Crescent Code of Conduct and other relevant international standards that ensure beneficiary rights are upheld.
· Experience working in or supporting a UN-funded (WFP, UNICEF, FAO etc.) project in South Sudan, or similar context.
