Program / Department Summary

The International Finance (IF) Department plays a key role in supporting financial operations in Mercy Corps’ (MC) country programs throughout the world by working collaboratively with country finance staff and providing guidance in grant management, budgeting, accounting and other financial functions in accordance with Mercy Corps’ internal policies and procedures as well as donor regulations. The IF Department ensures the timely, complete and accurate reporting of financial information from Mercy Corps’ country offices and is responsible for ensuring that all financial reporting requirements to donors are met in a timely and accurate way. The IF Department also works closely and collaboratively with the Headquarters (HQ) Regional Program Team members (RPT) in support of country program objectives as well as the HQ Corporate Finance department in support of agency financial functions.

The Position

The Regional Finance Officer (RFO) is the HQ staff person charged with supporting a regional portfolio of countries, and ensuring that the financial reporting and compliance standards are met throughout the region. The RFO is responsible for supporting the country operations in adhering to internal and external policies and regulations through technical financial support in areas such as financial reporting, recruiting and training, communications, compliance, and adherence to budget. In addition, the RFO provides technical dotted-line supervision to the top-level finance staff in the field office.

Essential Responsibilities
AWARD FINANCIAL MANAGEMENT GUIDANCE & SUPPORT

  • The RFO is the HQ point of responsibility for overall financial monitoring on grants/programs for both external/donor requirements as well as Mercy Corps’ internal policies and requirements.
  • Provide ongoing monitoring of the status of programs and complete regular check-ins on grant financial requirements (such as reporting on co-financing/match, BVA, etc).
  • Support country team’s adherence to Mercy Corps internal policies and standards as well as adherence to Mercy Corps’ Complex Programs management standards.
  • Maintain effective contact with Field Country Offices regarding financial reporting and grant regulations, advising and training.
  • Prepare required reports to MC and donor agencies (USAID, OFDA, private donors, etc.) based on field expenditures and allowable indirect cost rates.
  • Monitor grant-level cash flow and submit funding requests to donor agencies as required by the grant agreement and MC internal procedures.
  • Review and assess country compliance with donor and MC financial policies and procedures.
  • Serve on board of Complex Programs within the portfolio, per the Complex Programs guidance

PROPOSAL DEVELOPMENT

  • Serves as HQ review point for field-led proposal budget development and revisions by providing financial data as needed and making recommendations regarding budgeting to assure that reasonable provision is included for management, financial management, capacity building and audit.
  • Track and monitor submitted and current awards/proposals and assist with preparation of requested attachments (i.e., certifications, audited financial statements, Single Audit reports etc.) to donor agency.

COMPLIANCE AND POLICY GUIDANCE

  • Participate in the design and implementation of policies, procedures, and systems to comply with all applicable financial and accounting regulations.
  • Travel to the countries being supported and provide technical financial support and oversight. Review and provide feedback on the country finance operations and MC and donor compliance.

AUDIT ASSISTANCE

  • Assist in preparation for the MC annual public audit, including preparing assigned audit schedules and gathering other information as needed.

  • Advise field on country-level audits, including providing requested information and responses to audit queries and management letter responses.

  • Monitor implementation of action/corrective country action plans relative to both internal and external audits’ finance findings

REPRESENTATION

  • Participate in meetings with donors related to financial management matters such as award negotiations, responding to finance or compliance questions, etc.

STRATEGY AND PLANNING

  • Facilitate the opening and closing of a country program (including emergency programs) by providing financial guidance and assistance.
  • Coordinate with peers to share knowledge and develop best practices for RFOs and country Finance Managers.
  • Develops guidance for RFO team, FMs and non-finance staff on relevant finance topics

RECRUITMENT, TRAINING & DEVELOPMENT

  • Serves as member of the hiring team and provides technical vetting of top-level finance field staff (Finance Director, Finance Manager)
  • For senior management field positions, participate in Mercy Corps’ LEAP process
  • Provide technical feedback into field FD/FM annual performance plans
  • Lead sessions in the FM Training & Orientation Program (FM-TOP) held at HQ
  • Provide additional onboarding to new FMs on MC grant financial management and policies
  • Provide onboarding to new RPT members on grant financial management topics
  • Work with country Finance Directors/Managers to understand and coordinate field financial staff training needs.
  • Other duties as assigned or requested

Supervisory Responsibility

Dotted-line technical supervision of top-level field finance staff (Finance Director or Finance Manager).

Accountability

Reports Directly To: Manager, International Finance or Senior Finance Officer, International Finance

Works Directly With: International Finance, Field Staff, Finance Compliance and Support Unit, Corporate Finance, Finance System Project Team, Regional Program Team, Resource Development, Legal, People & Strategy, as well as counterparts at MC HQ offices in Europe; MC donors and partners

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • BA/S or equivalent in accounting or relevant field.
  • At least 5 years of finance /management experience and 2 years of experience in managing grants.
  • 2 years international NGO/PVO experience or similar is required.
  • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation, and presentation and the proven ability to translate technical financial data into informative reports.
  • Knowledge of rules and regulations governing the compliance/regulatory management of grants from US Government (USAID, OFDA, UN) and other agencies.
  • Experience with MS Office and accounting (general ledger) software is required.
  • Demonstrated experience and understanding of generally accepted accounting principles, financial reporting, accounting systems, and budget development and administration is required.
  • Living and relevant working experience outside the USA is strongly preferred.
  • Foreign language abilities, especially French, Spanish or Arabic, a plus.

Success Factors

The successful Regional Finance Officer will have a strong understanding of multi-donor finance and accounting in a relief and development setting. The ability to thrive in a fast-paced, multi-tasking environment while maintaining the respect of staff and colleagues is essential for this position. S/he will demonstrate a strong understanding of the cultural, political and religious environment in different regions.

Living Conditions / Environmental Conditions
The position is based in Portland, Oregon (open to other locations of assignment). The candidate can expect to travel internationally approximately 20% of the time
