Within the larger Programs group, the Livelihoods Team focuses on three practice areas—(1) access to finance, (2) livelihoods (wage employment, entrepreneurship), and (3) livelihoods/employment labor rights. The Livelihoods Team contributes to these areas by:

· Promoting our work globally to influence the private, public, and social sectors.
Pact is seeking an Officer for its Livelihoods Team. The Livelihoods Officer is responsible for providing support and leadership for Pact’s global livelihoods portfolio. Livelihood Officers provide key input into existing and proposed livelihoods related work to help advance the state of livelihoods and economic opportunities, provide strategic support to a portfolio of projects, developing tools and materials and trainings for communities globally, mentor staff globally, and capture lessons learned. This position will be based from the Washington, D.C. Pact office.
Delivering on our promise for global integrated programs (50 %)
· Manage in collaboration with others the day-to-day operations of livelihoods projects at the Country Office and global levels and provide technical and strategic support to Pact’s work including financial inclusion, savings groups, digital finance, economic strengthening (ES) for youth to ensure quality and program standards in line with globally recognized best practices.
· Lead Pact’s award-winning WORTH micro-finance/community-banking program that provides literacy, numeracy, and micro-/small business/job skills training. Overseeing curriculum management, train new staff members, and manage a global community of practice of WORTH implementers.
· Develop sustainability options for WORTH projects.
· Develop and support projects in Micro and Small Enterprise development.
· Develop and support labor rights projects—awareness of rights, minimum standards, occupational safety and health, discrimination against women, abolition of child labor.
· Maintain regular communication with Country Office leadership, program staff, and project partners regarding project implementation, programmatic and financial reporting, operations and risks, and new business development.
· Create and maintain effective working relationships with country teams, stakeholders, NGO partners, and international donors.
· Provide ongoing technical (including start-up) support to Country Office projects by helping to develop Work Plans and technical solicitations, share tools, materials, and good practices from similar projects within and outside Pact.
· Provide orientation and training to new WORTH program staff and assist country office teams to implement initial project activities.
· Provide remote and in-person mentoring, training, and knowledge transfer of livelihoods tools and approaches.
· Collaborate closely with other technical teams (Health, Governance, Capacity Development, Environment, Extractives, and Energy to livelihoods aspects are integrated into project delivery.
· Support research related to livelihoods, g., reliability and validity studies of tools, economic research, local market analysis, etc.
· Develop and review project budgets, budget notes, spending projections, and pipeline analyses of WORTH projects.
· Contribute to the development of livelihoods program strategies.
· Contribute substantively to monitor performance indicators.
· Review and edit project reports and track project deliverables.
· Draft articles, blogs, and other materials for internal and external publication.
· Other duties as assigned.
Growing & diversifying our global portfolio integrating the private, public and social sectors (35%)
· Participate in capturing new business. Participate in proposal development, drafting Concept Notes, and supporting technical design. May serve as organizational capacity writer, facilitator, technical / management writer, recruiter, and/or partnership manager.
· Ensure proposals submitted by Pact involving livelihoods work are technically sound, compliant with funder requirements, capitalize upon learning from other parts of Pact and the wider sector, are gender-sensitive, and promote equitable programming.
· Co-lead and/or champion livelihoods innovations in partnership with other organizations, support of self-sustainable economic empowerment models and the use of digital technology g., myWORTH app & related platforms.
· Other duties as assigned.
Promoting our work globally to influence the private, public and social sectors (15%)
· Track industry trends, new approaches and general innovations, best practices and provide input and recommendations per current and changing learnings and thinking.
· Monitor and maintain relevant manuals, training materials, tool kits, and reports.
· Support a dynamic community of practice of staff worldwide that serves to ensure continuous learning around Women’s Economic Empowerment (WEE) across Pact.
· Collect success stories, tools, and project innovations that can be tested and used in other contexts.
· Support the design of, and where necessary lead, Learning Reviews in close collaboration with the Results & Measurement (R&M) Team as well as country office staff.
· Represent the organization to donors and the NGO community, with guidance from supervisor.
· Participation in conferences, seminars, and Communities of Practice.
· Other duties as assigned.
· Master’s degree in international development, economics, or related field, and 5- 7 years relevant experience, including working in an international development environment, or
· Bachelor’s degree in international studies, international development, economics, or related field and at least 7 years’ relevant experience, including working in an international development environment.
Experience and Knowledge
· 5 -7 years’ demonstrated experience working on projects promoting livelihoods interventions through skills training, alternative/additional income generation, micro-savings and micro-lending, micro and small enterprise development, women and youth employment within vulnerable communities.
· 5 -7 years’ experience promoting livelihood interventions.
· Technical knowledge in at least one of the following:
o Finance (micro-saving/micro-lending).
o Livelihoods (women and youth wage employment and entrepreneurship).
o Skills development.
o Micro and small enterprise development.
o Labor rights-awareness of labor rights, discrimination against women, abolition of child labor.
· Experience in project management, implementation, and facilitation including donor deliverables and donor compliance.
· Experience managing project budgeting process and budget planning.
· Experience in workplan development and implementation,
· Proven success in new business development, from pre-positioning to wins.
· Experience building capacity as a Trainer-of-Trainer.
· Willingness and ability to travel internationally between 30 and 40%.
· Experience managing budgets of more than $3 million, a plus.
· Experience working in multi donor environment, a plus.
· Experience implementing Positive Youth Development (PYD) a plus.
· Proficiency in another language used in Pact’s portfolio, a plus.
