The Role

We are looking for a Business Development Manager (BDM) who will be responsible for the financial health and fulfilling the country programme funding ambitions. Develops and revises an overall business development and resource mobilisation strategy. Regularly maps out all potential institutional, private, foundation, non-traditional and in-country funding opportunities. The incumbent establishes partnership and maintains regular relationships with all donors and affiliates on potential opportunities and contract management. Develops and ensures proper awards management systems and procedures, complying donor and Oxfam policies, guidelines and requirements. Ensures that proper structure, HR and necessary resources and supports are in place. The BDM offers strategic guidance and technical support to the business development and country programme team. S/he ensures that an inclusive process is adopted in program design and fund raising. The BDM ensures that programmes are designed based on recent assessment, interventions remain cost-effective, and that lessons learned are incorporated in new programme design. S/he guides and supports the programme teams in meeting donor expectations and timely submission of quality financial and programmatic reports and updates to donors.

S/he fosters and maintains regular relationships, including call with the business development and contract management colleagues from the regional office, affiliates and OI. S/he mobilises support from within Oxfam’s confederation: affiliates, regional office and OI to the country programme. S/he regularly attends meetings with donors and partners, and as delegated by the CD, represents Oxfam in meetings or fora.

The BDM offers specialist advice, knowledge and skills related to partnership-building with donors and Oxfam’s programme in country to a range of Oxfam senior managers and staff members. The management tasks she is responsible for are complex, not routine, and involve high degree of specialisation

What we are looking for

Our next Business Development Manager (BDM) will require experience in program design, fund raising and awards management, experience in securing and managing funds from institutional donors, such as DFID, ECHO, SIDA, DEC and UN agencies for an international agency like Oxfam as well as demonstrated ability to devise and implement resource mobilisation strategies, identify new business opportunities and partnerships.

S/he will also require to have ability to work effectively with others in a team across institutional boundaries and business units, proven ability to utilise talent and expertise of team members to achieve objectives

The ideal candidate should also have superior verbal and written communications skills in English with ability to analyse and synthesise complex issues as ell as excellent computer skills, including various office applications and internet navigation.

KEY RESPONSIBILITIES
Technical:

  1. Programme Design & Fund Raising
     Actively identifies, qualifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting Oxfam’s programme.
     Ensures Oxfam Bid/No-bid process, establishing and maintaining pipeline tracking and relationship management tools.
     Ensures all necessary groundwork for proposal development, helps assemble bid development teams, provides effective bid coordination and project management in country and undertakes quality assurance of donor proposals to ensure high quality competitive proposals in order to successfully secure institutional donor fund and preferably multi-year funding whenever possible.
     Develops clear flow chart and processes, clarifying roles and responsibilities in the program design and proposal writing efforts.
     Works collaboratively with the DCD-PQ to coordinate an inclusive process of program design: shares program design plans and steps, with roles clarified; interventions designed based on recent assessment; ensures programme design workshop; coordinates the proposal write-up and ensures quality, including the language; ensures that the budget looks cost-effective and in line with the donor guidelines and template; ensures review by the affiliates; and submits the proposal on time.
     Supports the country program team to scope and preposition Oxfam for new consortium partnerships with local stakeholders where appropriate

     Communicates affiliates to ensure / secure contributions for co-financing, if need be.
     Brokers assistance from technical advisers and donor account managers in affiliate HQs, regional offices and shared services.
     Maintains link with the confederation funding architecture to access intelligence, opportunities and skills.
     Guides and advises the CD and programme teams on the success rate of proposals or bids and status of income and alert any funding gaps and proposes plans.

  2. Awards Management & Compliance
     Provides technical advice in negotiations with institutional donors over contracts, costs, governance and accountability, and donor conditions.
     Ensures that a proper awards / grants management system is in place and adhered to.
     Enhances the understanding of and programme and programme support staff on policiesprocedures and guidelines of donors and affiliates.
     Ensures awards opening and closing meetings and that donor policies, procedures and guidelines are clarified in the awards opening meeting.
     Works collaboratively with the DCDs on regular expenses review – budget vs actual (BVA) meeting and clarifies any deviation of policies to ensure compliance.
     Offers guidance and technical support to programme, finance and logistics staff to comply with policies and procedures of donors and Oxfam, and undertakes quality assurance for reports for donors in country considered to be high risk, in order to help minimise any negative impact to Oxfam’s income and reputation
     Ensures review and sign-off of donor submissions including Expressions of Interest, concept notes, proposals, reports, contracts and other correspondence according to agreed Oxfam processes.
     Works closely with the teams, particularly finance to ensure greatest use of restricted funds through strategic recharging to donor contracts where possible, and to ensure budget spending is
    maximised.
     Contribute to establishing and maintaining up-to-date funding grids and updates.

  3. Donor Reporting
     Develops and communicates flow charts on donor report preparation, clarifying roles and responsibilities.
     Ensures that donor reporting calendar is shared and explained the donor’s templates and specific requirements in the awards opening meeting.
     Ensures regular communication of donor reporting timeline / calendar on reports due in each month to all programme, finance, funding, logistics, HR, admin and other relevant staff.
     Ensures timely submission of quality and informative programmatic and financial reports to donor.
     Participates in donor meetings on quarterly reports and compliance issues, including meeting deadlines and quality control.

  4. Gender Mainstreaming
     Assists in ensuring that the programme design effort includes gender analysis, and that programme
    is implemented in a consultative, participatory and gender sensitive way, and to ensure that this is
    articulated well in proposals and reports to help Oxfam meet its commitment to gender justice.

  5. Information Management
     Ensure that all restricted income for specific programs is correctly recorded according to Oxfam's internal donor income database (Peoplesoft) and strengthens compliance and utilisation of internal systems for project and contract management.
     Helps develop information for induction, training and other resources, as required.
     Supports preparation for audits or donor visits of donor funded programmes as required.
    Leadership and Management:

  6. Business Development and Resource Mobilisation Planning & Strategy
     Leads the design, revision and implementation of business development and resource mobilisation strategies intended to strengthen income and partnerships to resource the country strategy.
     Maps out all potential funding opportunities from diverse institutional, private, foundation, nontraditional and in-country doors and prepares a resource mobilisation plans, including potential affiliates, technical priorities / focuses and funding target.
     Research new funding prospects to meet the set ambition of the country programme, as well as contributing to the wider MENA region funding objectives.
     Regularly updates the CD and programme team on current income, funding gaps, prepares documents / papers for communication to affiliates and donors, and proposes different options.

  7. Staff Management
     Reviews the existing structure in business development and funding teams both in Sana’a and field, and ensures that proper structure is in place, resourced and supported.
     Recruits and manages fundraising staff to work on the Oxfam Yemen programme in line with Oxfam policies, ensuring that they have the necessary induction, training and support as required.
     Implements the Oxfam performance management system with all direct reports, ensuring clear performance objectives, regular feedback and coaching, mid-year performance review and annual performance appraisal.
     Complying with Oxfam policies and systems, develops and adopts career development and succession planning for direct reports, specifically for national staff.

  8. External Relations and Representations
     Establishes collaboration and partnerships, and maintains regular relationships and communications with all donors donors.
     Ensures that Oxfam proactively engages on a strategic basis with institutional donors at a country level in order to facilitate technical program exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding.
     Foster regular relationships and communications with business development, fund raising and contract management colleagues within Oxfam’s confederation: affiliates, regional office and OI.
     Channels information, tools and support on resource mobilization from donors and afficlaites to country programme.
     Regularly joins the CD and programme staff in donor report review meetings.
     In conjunction with the Country Director and the country programme team, represents Oxfam to donors and other external stakeholders as appropriate.

  9. Capacity Strengthening
     Undertakes capacity assessments and provides technical training, support and advice staff on funding, proposal writing and donor reporting, compliance and working with donor.
     Strengthens the capacity of colleagues in the planning, securing and management of restricted funds using appropriate methodology, such as formal training, technical guidance, coaching and accompaniment.
     Strengthens the capacity of partner organisations in funding skills as part of their organisational development with Oxfam.
     Enhances the capacity of national staff with full development plans drawn up and fulfilled.
    Other
     Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights

    SKILLS, EXPERIENCE AND KNOWLEDGE
    Essential
     Bachelor’s degree in relevant field.
     Minimum 5 years of experience in program design, fund raising and awards management.
     Demonstrated ability to devise and implement resource mobilisation strategies (Essential).
     Proven ability to identify new business opportunities and partnerships (Essential)
     Experience of collaborating with and leading technical teams to develop program proposals that are funded by institutional donors (Essential).
     Strong networking, representational, and negotiation skills (Essential).

     Demonstrable experience of planning for, securing and managing funds from institutional donors,
    such as DFID, ECHO, SIDA, DEC and UN agencies for an international agency like Oxfam.
     Experience of capacity building, preferably in funding, including coaching and delivering training at individual and group level, of staff and partners. Strong numeracy and financial and IT skills, with attention to detail to develop and analyse donor budgets and reports and support the financial management/monitoring.
     Self-motivated, target-driven and a proactive approach to funding.
     Ability to adapt to working in a challenging environment, in potentially insecure locations.
     Ability to manage time effectively and adapt priorities to respond to changing demands and tight deadlines, across multiple time-zones.
     Understanding of and commitment to mainstreaming crosscutting issues in emergencies, such as
    gender/protection, with demonstrable experience of supporting others to mainstream gender into programmes under development
    Desirable
     Master’s Degree in relevant discipline.
     7-8 years of experience in resource mobilisation and awards management.
     Strong proven ability to identify and articulate strategic and policy issues through effective oral and written briefs.
     Sound knowledge and awareness of issues related to Oxfam’s strategic objectives and theories of change.
     Ability to make effective, timely decisions and take prudent risks.
     Good familiarity with government decision-making processes, both political and technical, including budget processes, appropriation, protocols, and communications.
     Arabic language skills
     Knowledge, understanding and experience in the Middle East
     Knowledge and understanding of Oxfam’s WaSH and EFSVL programmes in emergencies.
