The National Endowment for Democracy (NED), a federally funded, private, nonprofit grant-making organization that works to support freedom around the world, seeks a Senior Manager for the World Movement for Democracy. The position is based in Washington, D.C.
Position Summary:
The Senior Manager will work to manage the overall operations of the World Movement for Democracy Secretariat at NED. Take lead responsibility for major projects; provide oversight of select activities; provide advice and technical assistance in the development of regional and functional democracy networks; play a leadership role in organizing World Movement global assemblies.
Responsibilities:
Overall Operations of Secretariat
Work with Director to conceptualize and implement World Movement Secretariat general strategies;
Work with Director to develop and manage Secretariat activities and related budgets;
Supervise multiple staff members.
Regional and Functional Networking
- Develop and facilitate, and supervise staff members to develop and facilitate, regional and global functional networks and networking. Includes:
- Helping coordinate network activities in accord with the World Movement’s mission and general strategies;
- Providing assistance to networks in developing proposals for support; and,
- Assisting networks in building partnerships with local and international NGOs and inter-governmental organizations.
World Movement Assemblies
- Work with the Director and other Secretariat staff to formulate agenda, develop invitation lists, recommend speakers, and develop activities of each Assembly;
- Oversee staff on logistical and administrative arrangements of each Assembly; and,
- Liaise with and assist workshop organizers in developing workshop agendas.
Special Projects/Other Activities
- Take lead responsibility for the development and implementation of projects, addressing issues related to restrictive environments for civil society. Includes:
- Monitoring developments regarding restrictive NGO laws around the world;
- Facilitating international advocacy by working with other networks and diplomatic community;
- Helping build local NGO capacity for legal reform initiatives;
- Building a knowledge base on issues related to threats to civil society; and,
- Assisting other staff to coordinate necessary support (statements, outreach, other solidarity actions) for World Movement participants in danger.
- Draft/review World Movement publications and other materials.
Qualifications:
Knowledge/Experience:
- Bachelor’s degree in International Affairs, Political Science, International Development or a related discipline; Master’s degree preferred.
- Work experience in international relations, human rights, civic education, and/or democratic governance.
- 8+ years of experience.
Other Qualifications:
- Sound knowledge of political and social issues in at least two global regions;
- Experience in building and facilitating international nongovernmental networks;
- Experience in project development, management, and implementation, including financial management;
- Experience in building relationships with project partners and funders;
- Proficiency in one or more foreign languages, relevant to regional expertise.
- Overseas work experience preferred;
- Authorized to work in the United States.

Interpersonal skills and cultural sensitivity to interact effectively with political and civic leaders, as well as with representatives of donor organizations;
Excellent written and oral communication skills;
Budget and accounting skills;
Ability and willingness to travel to foreign locations, which are sometimes remote and difficult to reach.
