Job Title: HR Manager

The Human Resource Manager is responsible for developing and implementing the human resource systems and processes in BONYAN. This includes recruitment, orientation, performance management, staff development, benefits, and salary scale. These processes and systems will be aligned with BONYAN organizational-wide systems.
Duties and Responsibilities:
HR Management and Payroll
Responsible for the organization and confidentiality of HR files (personal records, contracts, career development plan, appraisals, etc.)
Responsible for the flow of information with the Finance department for all matters related to payroll managed by the Legal accountant (work contract, overtime, advances, etc.) according to existing SOP.
Provide support to field teams on HR matters that may arise (disciplinary procedures, staff representatives, etc.);
Provide guidance on organizational matters upon request (job description, org chart, etc.).
Ensure that organizational charts are up to date.
Strategic workforce management
Ensure BONYAN organizational policies and systems are the base for BONYAN human resource policies and systems.
Work with senior management to determine workforce needs, including staffing,
Professional development, human resource policies.
Ensure BONYAN program's human resource processes are in accordance with local labor laws.
Ensure effective coordination with human resource managers from other NGOs responding to the Syria crisis.
Recruitment and orientation
Ensure each position has a job description.
Design a sourcing strategy to identify qualified candidates.
Manage the interview process with a relevant officer.
Ensure effective orientation processes for new hires.
Performance and professional development
Develop and implement a performance management system.
Ensure each position has performance objectives.
Develop and implement a professional development system.
Develop and implement retention strategies and initiatives.
Advise supervisors in determining appropriate disciplinary plans of action.
Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets local labor laws.
Design reward systems beyond annual salary increases.
Promote and model a positive, professional, and respectful office culture.
Initiate team building initiatives.
Ensure effective and positive transition for exist employees.
Ensure effective internal communications.
Work with the program to resolve issues/conflicts in the workplace in a professional manner.
Salary and benefits structure
Annually review salary and benefits structure in relation to the market and make recommendations to the upper management, senior operations manager on proposed changes.
Develop/refine salary increase system.
University degree in human resources or business management or relevant field of study.
Minimum 3 years’ experience in human resource management including job description development, recruitment processes, performance management systems, and salary and benefits package development.
Strong communication skills, including the ability to coordinate with multiple parties.
Good reporting skills.
Sound judgment and ability to make impartial recommendations.
Excellent English language skills (spoken, written, and reading), Turkish language skills are preferred.
Experience delivering capacity building training and materials development is preferred.
Hard-working, proactive, and able to prioritize and delegate a demanding workload.
Fluency written and spoken in Arabic and English.
Development of policies and procedures.
Knowledge of labor law.
