CBM International is looking for a consultant to conduct a desk review and design an online survey in order to provide baseline information for its Community Based Inclusive Development (CBID) Initiative.

Overall objective

The overall purpose of the baseline study is to provide an information base against which to monitor and assess the implementation progress and effectiveness of the CBM CBID initiative plan.

Specific objective

Provide baseline information from the countries in which CBM implements CBID (see list below) relevant to Objective 2.1: “Local systems are inclusive and accountable”. Specifically assessing the number of countries with local development plans made disability inclusive through active participation of persons with disabilities In order to collect the baseline information needed for this plan CBM requires a twofold approach:

  1. Desk review of the analysis section of CBM country plans (for the below list of countries) and of external sources extracting the following information: a. An overview of local governance including level of decentralised government systems in the following 33 countries:

Bangladesh, Bolivia, Burkina Faso, Cameroon, Cote d’Ivoire, DRC, Ethiopia, Guatemala. Haiti, Honduras, India, Kenya, Madagascar, Malawi, Nepal, Nicaragua, Niger, Nigeria, Pakistan, Palestinian Territories, Paraguay, Philippines, Rwanda, Sierra Leone, South Sudan, Sri Lanka, Tanzania, Togo, Uganda, Vietnam, Zambia and Zimbabwe.

b. Desk review using external sources (for example the World Policy Analysis Center online database) in these 33 countries of disability inclusive public policy/legislation relevant at local level. Include in this overview the identification of countries which have a national CBR or CBID policy or directive.

  1. Design, implementation and analysis of a survey monkey for CBM’s country offices to extract information relevant to the following within the geographic implementation area of CBID programs in respective countries: a. Local development plans that are disability inclusive (number and brief description) b. OPDs that have influenced local government plans (number and brief description)

Expected results

• Overview of the level of decentralisation in each of the 33 countries listed • Overview of disability policy/law in these countries relevant at local level • Survey questions to assess disability inclusion and involvement of OPDs in local development plans in CBID geographic areas in the 33 countries

Deliverables

• Overview documents and analysis with some graphic depiction of key findings • Design and implementation of survey • Documentation of survey results

Required expert profile

Ability to synthesise and analyse information Excellent English Experience in baseline assessments including on-line surveys The freelance consultant adheres to CBM’s values and commits to CBM’s Child Safeguarding Policy.
