The Programme/Data Analysis Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCR’s Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance.
The Programme/Data Analysis Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR’s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), corporate positions on SDGs.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.
More specifically, the incumbent will work in UNHCR’s operation in Lebanon, in the Basic Assistance Unit (BA), under the supervision of the Senior Programme Officer (CBI). Basic Assistance Unit implements and oversees the cash and in-kind assistance to almost 1.5 million refugees known to be in the country. The Lebanon Multipurpose Cash (MCAP) and winter assistance programmes (WINCAP) are in monetary terms and volume of beneficiaries the largest of all UNHCR operations. These programmes are also considered UNHCR flagship programmes globally and other operations look to Lebanon for learning and best practices, especially on the sophisticated targeting system to select families to benefit from assistance.
The incumbent will work with and supervise the Associate Econometrician and will organize the annual review of the targeting system, which is undertaken by an external research entity. He/she would rely on the expertise of the econometrician but is also expected to possess knowledge and skills in economics, econometrics, qualitative and quantitative data analysis, vulnerability assessment, scoring, ranking and will serve as liaison with the external research team in order to ensure technical understanding, credibility and robustness of their work. As a part of this work, the incumbent is expected to act as an internal liaison with all the relevant units in BO Beirut (Registration, Communication with Communities, Protection, ICT, Programme, etc) and four Field Offices (Tyre, Mount Lebanon, Zahle, Tripoli), as well as a number of external actors, WFP, UNICEF, NGOs, UN Agencies and donors, members of the Basic Assistance Working Group.
In addition, the incumbent will work in close cooperation with Communication with Communities Unit (CwC) and will act as BA’s direct liaison with that unit, performing monthly quality checks and reviews of tools used to communicate with communities on cash assistance programmes, as well as developing communication strategies on various important issues related to assistance, targeting, as well as activities related to accountability framework towards persons of concern, like grievance address mechanisms, score-improving household visits, etc. In this work, incumbent is expected to liaise with all relevant units in UNHCR, FO focal points, in order to disseminate all relevant messages related to Basic Assistance (cash and in-kind), as well as obtaining feedback from persons of concern. In this work, the incumbent will have to liaise closely with WFP, with whom UNHCR works together on delivery of the cash programmes. Also, since UNHCR and WFP are overseeing a joint Call Centre under CwC Unit’s direct management, the incumbent is expected to take active part in development of its services and advise and suggest improvement. In addition, the work would entail monitoring and review of the information gathered on the social media and through the Outreach Volunteers, which are both valuable source of information and channels for passing information on to refugees, and propose adequate feedback to the Head of BA Unit, in order to respond to the most urgent needs, based on the voices of the persons of concern.
Finally, the incumbent will be expected to prepare reports on all BA activities, for both internal and external audience, and is therefore expected to familiarize him/herself with all the details of the UNHCR Lebanon CBI programme, SOPs and guidance notes, Post Distribution and Outcome Monitoring reports, as well as research, survey and studies, in order to be able to provide the necessary feedback to the requesting units, as well as external parties. In this work, the incumbent will communicate and work together with External Relations, but also with other units and senior management, as necessary. In addition, the incumbent is expected to take part in various meetings, discussions and reviews of strategic and operational documents related to BA and is therefore expected to be able to independently express opinion, make suggestions and presentations relative to the topic in question. Good analytical thinking, communication, presentation skills as well as ability to use versatile tools in elaboration/presentation of various issues would be an asset.

- Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning.
- Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
- Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps.
- Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
- Review and analyse plans, mid-year and year-end reports of UNHCR office(s), ensuring quality assurance and compliance with established policies, guidelines, procedures and standards.
- Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern.
- Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others.
- Contribute to ensure consistent and coherent monitoring approaches, tools and systems in line with global standards and polices.
- Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.
- Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities.
- Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.

Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.
Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.
