Context:

Under the overall supervision of the DG's Special Envoy for the Venezuela Response and the direct supervision of the Senior Regional Programme Coordinator in the Office of the Special Envoy for the Regional Response to the Venezuela Situation (hereinafter Venezuela Regional Team), the successful candidate will be responsible for supporting and providing guidance on the development, management, and implementation of projects at the country and regional levels under the regional programme portfolio that is part of IOM's response to the Venezuelan migration crisis.

Core Functions / Responsibilities:

  1. Support the management and implementation in countries and at the regional level of projects under the regional programme portfolio that is part of the IOM's response to the Venezuela migration crisis.

  2. Liaise with IOM Country offices (COs) on ongoing IOM programmes in response to the Venezuelan flows under the supervision of the Programme Coordinator and in close coordination with the Regional Specialist in Strategic Partnerships.

  3. Ensure adherence to work plans, regular monitoring of activities, and timely reporting according to donor specifications, and maintenance of updated monitoring tools. Support the implementation of project activities and ensure the coordination and coherence of projects and activities at the national level.

  4. Support monitoring of financial reports and expenditures of all projects related to IOM's programming response to the Venezuelan migration crisis to ensure efficient management and adequate burn rate.

  5. Identify in a pro-active and timely manner and ensure close coordination with regional thematic specialists on emerging challenges.

  6. Prepare progress and other required reports are archived and shared appropriately.

  7. Promote and support project development according to country and regional needs following IOM project development standards and in coordination with the Senior Regional Programme Coordinator.

  8. Closely monitor the social operating environment to ensure pro-active, timely, and transparent project adjustments as required.

  9. In close coordination with Communication colleagues in the OSE and the Senior Regional Programme Coordinator ensure coherent, precise, and continuous coverage of IOM activities and initiatives by supporting the issuance of regular press notes, representation of projects on social media, etc.

  10. Analyse the progress and implementation of the work plan; identify and document significant project events, decisions, challenges, or deviations. Prepare reports regularly and be able to report on progress in implementation, especially concerning the fulfilment of the objectives and financial execution.

  11. Prepare and review interim, final, and ad-hoc technical and financial reports. Ensure systems are in place to allow for an adequate exchange of information about policies and operational aspects of projects between IOM, donors, and other interested parties.

  12. Ensure timely and coherent project planning, including logistics or recruitment processes at regional and national levels. In close collaboration with the procurement and logistics unit, coordinate the support of release and delivery of required materials and items to the respective sites in a timely manner, and provide relevant documentation and pipeline projections for planning purposes.

  13. Contribute to the development of new projects and/or multi-sectoral programming.

  14. Undertake assistance and monitoring trips related to project management.

  15. Provide consistent updates and advice to the Coordinator of the Regional Coordination Platform for Refugees and Migrants regarding the execution of the relevant projects and programmes to ensure coherence, integrity, and the promotion and establishment of strategic plans.

  16. Keep informed of policies, international standards, specific developments in the region, and good practices, particularly the protection of vulnerable people to improve future assistance programmes.

  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master's degree in political or social sciences, business administration, international relations, law, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Substantial experience in the design, development, and implementation of projects with large-scale donations, with expertise in the field of research, monitoring and/or evaluation;

• Proven experience with strategic planning approaches, information/data analysis, budget control, and report writing;

• Solid knowledge in programme planning and implementation of objectives;

• Previous experience working on social projects, such as strengthening social inclusion and promoting the rights of migrants and refugees.

Skills

• Writing, communication, and negotiation skills preferred.

• Knowledge of project budgeting is desirable.

• Excellent ability to understand, develop, and implement administrative and financial control procedures.

• Team management experience.

• Excellent organization skills; analytical and creative thinking.

• High level of accuracy and ability to work under pressure.

• Excellent computer skills, including with Microsoft functions such as Word, Excel, PowerPoint, etc.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of French and/or Portuguese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
