Pharmaceuticals and other medical items, including nutrition commodities, will be purchased to support the ERNE programme. The Medical Supply Chain Adviser will ensure that such items have been sourced, transported, stored and distributed in accordance with internationally accepted best practice and in-country Ministry of Health (MoH) directives. This person will ensure that the pharmaceuticals entering Concern’s supply chain are of acceptable quality meeting Good Manufacturing Practice (GMP), Good Distribution Practice (GDP) or any other relevant and necessary quality standard. The Medical Supply Chain Adviser will be responsible for ensuring that the Concern medical supply chain is fully compliant and meets or exceeds the standards expected of a functioning health system with the intention to minimise stock outs. Analysis of existing supply chains at country level leading to recommendations to address health system gaps is an important part of this role.
In conjunction with programme staff, review Concern’s existing, and develop as appropriate, additional medical/pharmaceutical supply chain management policies, tools and procedures for good pharmaceutical management practices. This includes pharmaceutical reception, storage and distribution, medicine and other commodity management, healthcare waste management and pharmacovigilance in each country of operation. Reviews will be in line with appropriate existing national legal and policy frameworks, and compliant with donor conditions. This component is intended to improve the Ministry of Health supply chain so that stock outs are less frequent.
Oversee the country level procurement of medical supplies and equipment, which Concern has access to buffer stocks to be used only when the Ministry of Health/ UNICEF/WFP supply chains are interrupted to ensure that Health & Nutrition treatment continues uninterrupted and monitor progress on this component during implementation.
Ensure that policies and procedures are implemented by Concern, Ministry of Health and any other relevant organisations through regular field visits and compliance checks/audits identifying needs, weaknesses, constraints and compliance issues and providing recommendations and action plans for mitigation measures to safeguard supply chain commodities and for improvements where appropriate.
Emphasis is to be placed on ensuring storage facilities, environmental conditions and stock management practices are appropriate for pharmaceutical and medical items purchased for the ERNE programme.
The Medical Supply Chain Adviser is responsible to coordinate with the key focal points responsible for the medical supply chain at each country level (in DRC, Ethiopia, Niger, South Sudan and Sudan; and other countries that may be incorporated into the action in successive stages) to ensure that the integrity of the supply chain is maintained and that this is verified and documented.
Work with Concern country teams and Ministry of Health and relevant organisations to develop procurement plans and demand forecasts ensuring sufficient time is allowed for import approvals, procurement, transportation and import procedures to take place; ensuring that specific grant conditions in relation to medical procurement are adhered to.
Assess country medical and nutrition commodity supply chains to identify bottlenecks leading to real or potential stock shortages and to recommend actions to avoid such instances.
Support relevant country team members to highlight supply chain gaps to relevant clusters such as the Health, Nutrition and Logistics Cluster, engaging in clear and focused advocacy for such gaps to be addressed.
Liaise with the Maternal & Child Health/Health Systems Support Unit in SAL, for mutual learning and advancement of Health System Strengthening in Concern, including on the governance, HMIS and financing building blocks essential for sustainability.
Screen supply requests to check conformity with approved pharmaceutical lists, including in-country MoH Essential Medicine Lists (EML) and for any missing information before submission for approval and procurement. Assist also with evaluation of quotations and supplier selection. Once the supply contract is placed, track and follow up on status of delivery ensuring full information is available and shared regarding order progression and delivery timeframes.
Take responsibility for exploring the possibility of expanding Concern’s pharmaceutical supplier database beyond listed HPCs while remaining donor compliant.
Develop and deliver a capacity-building programme for Concern, Ministry of Health and other relevant organisations in conjunction with relevant Ministry of Health officials to enable country logistics teams and country level pharmacists or other suitably qualified persons to effectively manage pharmaceuticals and healthcare products. This training will also be extended to other stakeholders and actors as appropriate.
Ensure all pharmaceutical and healthcare product management practices are fully transparent, documented and meet all the requirements to satisfy in full our commitments to donor compliance.
Any other tasks as directed to ensure effective delivery of the programme.
Skills and Experience Required:
Third level degree in pharmacy or other equivalent pharmacy related qualification.
More than 3 years experience in working with medical logistics and pharmaceutical supply chains in fragile contexts.
Up to date knowledge on WHO Essential Medicines and Health Products
Experience working in the medical NGO sector.
Experience in managing medical warehousing facilities and warehouse staff
Experience in medical procurement including forecasting, quantification of needs and preparing demands in line with WHO Country National Medicines List/Formulary/Standard Treatment Guidelines.
Experience in conducting pharmacy, logistics or health assessments/audits.
Experience in conducting medical supply chain gap and fragility analysis.
Knowledge of risk management with the ability to identify and address anticipated issues.
Experience in capacity building and mentoring clinical and logistics staff.
An ability to work effectively in both English and French languages.
- Experience working with key institutional donors including ECHO is highly desirable.
