General job description

  • Coordinate and Supervise the MEAL Unit teams in the Bases;
  • Advise on MEAL Units’ structure, resources and tools and conduct multi-sector assessments, providing sector guidance and capitalizing the lessons learnt;
  • Liaise, coordinate and share with other agencies ongoing assessments country-wide;
  • Support the roll out of ACF accountability framework and enlarged feedback mechanisms;
  • Support the mission in conducting programmatic evaluations and capitalising on ongoing activities
  • Support the follow up of the Mission Strategy framework, ensuring standardization of indicators
  • Support the mission on gender mainstreaming in all departments following the Gender Action Plan

Key activities

Objective 1: Support MEAL Unit’s structure and research, providing sector guidance and capitalizing the lessons learnt (25%)**


Quality control and validation of all assessment, monitoring and evaluation tools to be used by the unit, as (but not limited to): KAP surveys, Baseline Studies, impact assessments, market assessments, focus group discussions

Follow up and update the MEAL strategy

Define and update SOPs to systematize the MEAL functions and capitalize the experience at mission level

Quality control and validation of all qualitative, quantitative and statistical analysis of the gathered data

Quality control and validation of all relevant reports and lessons learnt documents, providing sector guidance and relevance and gap analysis

Objective 2 : Lead in consolidation of mission-level lessons learned



Conduct systematic review of ACF processes to produce mission-level lessons learned

Conduct in-depth evaluations of innovative ACF programming

Contribute to Annual Learning Review and lead yearly learning week

Work with Advocacy and Technical Coordinators to define key research questions and lead in evaluation design

Produce reports for external sharing

Produce relevant reports and lessons learnt documents, providing sector guidance and relevance and gap analysis

Lead gender analysis under supervision of Protection Coordinator and Advisor

Objective 3: Strengthen the MEAL culture in the mission through capacity building (intra and inter-department) and exchange with other

missions and HQ (20%)


Build capacities of the MEAL Unit with systematic mentoring and trainings on

data gathering, monitoring tools and interview techniques;

Build the MEAL capacities of other departments

Guide the Technical Coordinators in the design of sector assessments and

program monitoring and evaluation

Liaise with MEAL regional office and HQ to share tools and practices

Objective 4: Liaise, coordinate and share with other agencies ongoing

assessments country-wide (5%)


Participate in National M&E Technical Working group meetings and present findings at National Sector WGs as needed

Ensure coordination of efforts with other agencies, and information sharing;

Participate in joint-assessments country-wide in the organizations’ interest;

Liaise with Donors and local authorities as required/requested and ensure a

liaison with other stakeholders

Actively participate to the reinforcement and improvement of ACF internal and

external coherence

Objective 5: Support the establishment of the Accountability framework

for the mission (5%)

Validate Accountability framework indicators at coordination level and support in indicator tracking

Review any feedback /

complaints received by the mission ensuring appropriate follow up

Prepare quarterly and annual reports for submission to the Country Director and

HQ Ethics committee

Objective 6: Security (5%)


Respect the security rules specified in the mission and base security plan, see to

it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security

related information or noncompliance with the security plan

Objective 7: Support humanitarian activities of Action Against Hunger (5%)

Support the emergency interventions of the organization as per the employee’s


Support any activity that helps reaching our humanitarian goals, as per the

employee’s abilities.

Support gender mainstreaming throughout all MEAL activities

Candidate description

Training/ Education:

University degree on a field related (MEAL)

Technical specific knowledge:

Extensive experience on project cycle management, research, data gathering and management, quantitative/qualitative analysis and English reporting.

Experience on humanitarian needs assessments would be an asset.

Previous experience:

At least 2 years of experience within humanitarian organizations, in project cycle management and in MEAL Positions or tasks with postgraduate degree or 4 years of experience with bachelor’s degree

Humanitarian sector knowledge:


Action Against the Hunger knowledge:

A plus


English (and proficient on written English) Arabic would be an asset

IT and specific systems:

Able to work under Windows OS.

Proficiency on the basic office tools (at least Word and Excel)

Knowledge on databases and mobile data collection systems (ODK, GRASP), PowerBI, and data analysis software (R, STATA, SPSS) would be desirable.
