Activities and Tasks:

The following tasks are to be completed:

  • Conduct a desk review of the key international studies and best practices in the area of access, retention and transition, as well as a review of key national policies, programmes and statistics. This desk review should include:
  • An examination of international and regional policies and best practices that may offer lessons for Angola in the areas of increasing access and retention in formal education, successful non-formal or alternative education programmes and policies, and increasing transition from one level of schooling to another (all with a cross-cutting gender lens);
  • A review of relevant studies and data to better understand the key characteristics (demographic, geographic, economic, etc) to better understand the profiles of children and youth in Angola who are unable to access school;
  • An examination and analysis of the key factors/barriers inhibiting children and youth from accessing education, remaining in school, or transitioning from primary school to lower-secondary;
  • A review and analysis of the policies and programs that currently exist in Angola in the areas of access and retention, non-formal and alternative education, and transition. This should include both government policies and interventions at the national, provincial and municipal levels, and programmes being implemented by civil society organisations, communities and the private sector.
  • To better understand the context and subjects, the consultant may undertake consultation meetings with key informants such as education authorities at central, provincial and municipal levels, the national Institute for Statistics, school principals, United Nation agencies and civil society organizations working on the related subject. The consultant may also organize focus groups discussion with teachers, parents and children. This may imply visit schools and travel to other provinces.

  • Based on the evidence generated in the desk review, the consultation process mentioned above and the field visits, the consultant will draft a comprehensive gender-sensitive report with the findings and concrete approaches/recommendations to increase access, retention and transition from primary to secondary education in Angola with focus on vulnerable groups, in both formal and non-formal education systems.

  • The final report will be validated through a National workshop. The consultant, with the support of the Ministry of Education and UNICEF, will prepare and present the findings and proposed strategies to address the subject. Contributions will be collected and used to draft the final report

  • 4.Draft the final report of the situational analysis, with key recommendation to increase access, retention and transition from primary to lower secondary education, using formal and non-formal approaches.

Outputs/Deliverables:

1) Detailed workplan with chronogram and methodology to conduct the work; 1 week .To be negotiated with consultant. 10% of agreed amount

2)1st draft of the desk review report which outline the status of the OOSC, adolescent and youth in Angola paying special attention to girls (including statistic data), details of international guidelines for formal and non-formal strategies to reach them and promote girls education available; 6 weeks To be negotiated with consultant 30% of agreed amount

3)Consultation process conducted within key informants on government bodies, schools, UN agencies and civil society organizations to enrich the information from the desk review 4 weeks. To be negotiated with consultant 25% of agreed amount

4)Validation of the Desk Review Report and strategies approach to address the subject 3 Weeks. To be negotiated with consultant 15% of agreed amount

5)Final version of the report submitted for the approval of the MoE 2 weeks To be negotiated with consultant 20% of agreed amount

Desired competencies, technical background and experience

The consulting firm/ team leader should demonstrate the following qualifications:

  • Masters’ degree on Social Science, education or related field;
  • Minimum of 5 years of relevant experience, including a proven track record working on education policies, research and planning in the education field;
  • Good knowledge and experience on statistical analysis;
  • Good knowledge and experience in addressing the equitable access to quality education Agenda;
  • Good knowledge of the Angola educational realities and the social, economic, political and cultural context of Angola;
  • Excellent analytical, systematization, and writing skills;
  • Excellent verbal and written communication skills in Portuguese; advanced knowledge of English will be an advantage;
  • Excellent coordination skills and work in harmony with partners from different cultures and professional levels;
  • Excellent in organizing and time managing skills;
