Program Manager: Central and West Africa

The National Democratic Institute for International Affairs (NDI) seeks a Program Manager to join its Central and West Africa (CEWA) team. The Program Manager will be responsible for day to day management of democratic development programs in Anglophone West Africa by performing the duties listed below. The position will be based in Washington, DC, and may require occasional travel overseas.


  • Provides day-to-day internal management of country specific regional programs under supervision of the program director and acts as management focal point in absence of program director
  • Liaises with in-house functional and administrative teams, and responds to inquiries requiring functional or country specific expertise
  • Contributes to the planning, design and evaluation of NDI's projects for the region in collaboration with local partners, in-house experts and external experts and advisors
  • Maintains collaborative relationships with international democratic development organizations, civic organizations in the U.S. and the region, national and international news organizations, political party networks and partners, and NDI's network of volunteer trainers and experts
  • Monitors assigned program/country's annual budget; provides a full, accurate and timely accounting of all funds
  • Monitors political events for assigned country's/programs
  • Serves as NDI representative at local and international conferences and meetings and assists with NDI's public outreach
  • Provides edits on documents generated by Central and West Africa team staff members
  • Travels to the region (or assigned country) to assess political development and new opportunities and evaluate current projects
  • Shortlists international trainers, volunteers and field representatives; participates in some recruitment activities, develops a network and suggests utilization


  • Bachelor's degree, preferably in International Relations or related subject; Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis
  • Minimum of eight (8) years relevant work experience in international development, community organizing, political campaigns, organizational development, legislative affairs
  • Competency in one or more areas of NDI's functional programs, in addition to a highly developed knowledge of the assigned region's political environment and people
  • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy makers
  • Excellent oral communications skills to effectively present information, respond to questions and negotiate
  • Analytical skills for interpreting complex program and political issues, thinking innovatively and introducing new concepts
  • Strong, clear and persuasive writing skills, and sufficient writing experience to edit all types of team documents
  • Experience in program design and management
  • Seasoned budget and accounting skills
  • Functional networks of significant contacts and political leaders
  • Working knowledge of PC-based word processing and spreadsheet applications
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.)
  • French proficiency preferred
  • Ability and willingness to travel to regional locations, which are often remote and difficult to reach
  • Experience working on Africa programs required
