CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Outreach Consultant (Southeast Asia)

BACKGROUND

In November 2018, UNRWA announced the establishment of a Strategic Partnerships Division within the External Relations and Communications Department in order to expand on achievements and potential new partnerships for the Agency.

Description of Duties and Responsibilities

● Serving as the Division’s main representative for Southeast Asia and identifying partnership opportunities in the region, particularly in Malaysia, Brunei, Singapore and Indonesia;

● Advising the Director of the Strategic Partnerships Division on outreach activities in Southeast Asia and targeted potential partners;

● Liaising regularly with partners in the region in order to increase financial support for UNRWA and foster stronger and new partnerships, including on Islamic social financing;

● Reporting on challenges and potential mitigating measures of outreach in the region;

● Engaging governments in Southeast Asia to unlock funding opportunities;

● Cultivating the private sector in Southeast Asia for partnership opportunities.

minimum Qualifications and Experience

● A university degree from an accredited educational institution in social sciences, Finance or Management;

● At least 6 years of experience in working on corporate social responsibility, partnership-building or fundraising from the private/public sector;

● Experience working on fundraising in Southeast Asia;

● Experience in engaging high level government and corporate officials;

● Knowledge of Islamic Social Financing;

● Excellent command of spoken and written English and Malay.

● Ability to mobilize resources from both public and private sectors;

● Extensive networks in public and private sectors in Southeast Asia;

● Political and diplomatic acumen and general understanding of the context;

● Good Communication and Presentation Skills;

● Problem-solving; and creative thinking in fundraising;

● Planning and organizing.

dESIRABLE QUALIFICATIONS

Previous experience with UNRWA, other UN agency.

CONDITIONS OF SERVICE

● The duration of the consultancy is 11 months (with the possibility to extend), with the expected start date of 1 January 2019;

● Remuneration for this consultancy will depend on the qualifications and experience of the candidate;

● The incumbent will be based in Kuala Lumpur, Malaysia or Jakarta, Indonesia, and will be expected to travel within Southeast Asia.
