IT Project Adviser, HSS, GHSC-PSM
Chemonics seeks an IT Project Advisor to be based in Arlington, VA in support of the Global Health Supply Chain – Procurement Supply Management (GHSC-PSM) project located in Arlington, VA. The IT Project Manager leads cross-functional teams in developing and supporting the MIS system options to be maintained by the GHSC-PSM project. The IT Project Advisor is primarily focused on providing project management support for MIS and system strengthening to include logistics management information systems (LMIS) selection and implementation, ERP, WRIS as well as inventory management, quantification and forecasting tools in conjuction with business needs. The individual will play a lead role in evaluating systems and identifying gaps in functionality including coordinating with the global MIS team for system integration to increase supply chain data visibility and promoting standards across MIS systems to support interoperability of systems. The IT Project Manager is responsible for providing technical support to country teams, coordination of data collection activities in support of operational research, sector assessments and evaluations, and the organization of national and provincial workshops and trainings. Lead and manage technical assistance for MIS system strengthening to support the GHSC-PSM country programs.
Contribute to the development and implementation of GHSC-PSM portfolio of software solutions to strengthen availability of information to support decision making. This includes the following areas: requirements documents and functional specifications; system(s) development; system(s) implementation; interface with legacy systems
Develop and implement training programs to improve use and analysis of available data. In addition, develop and manage user trainings as well as update and maintain all technical project related documentation
Provide technical oversight to vendor supported activities to ensure delivery of high-quality product, in accordance with the specifications; ensure user compliance to specifications and recommendations
Provide on the ground monitoring and document progress towards achieving project’s/country results using performance indicators
Liaise with the USAID mission, with direction from project Directors/country Directors/Managers, to share information and ensure that the mission, collaborative agencies and other donor organizations are routinely informed about MIS activities
Identify new technologies, functionality, and hardware to continuously refine GHSC-PSM strategy and portfolio of solutions to promote sustainability
Support and promote standards for IT systems supported by GHSC-PSM in order to encourage interoperability among relevant systems including the global GHSC-PSM MIS
Assist with the development of project/country work plans and with monitoring progress against the work plan deliverables, and with reporting requirements
Assist in identifying opportunities and coordinating project work with other partners on medicines management issues or other relevant areas.
Perform other duties as assigned
Bachelor’s degree and minimum of eight years of relevant work experience required; or alternatively, a Master’s degree and minimum of six years of relevant work experience required
Experience in providing project management oversight and technical expertise in full software lifecycle development and implementation of software solutions
Familiarity in management information systems required, preferably supply chain management systems used in similar country contexts such as the District Health Information System 2 (DHIS2), ERP (Enterprise Resource Planning) & WRIS (Wage Record Interchange System)
Relevant information technology certifications, such as ITIL or similar, preferred
Certifications in Project Management, such as PMP or similar, preferred
Demonstrated knowledge of Supply Chain Management and/or logistics systems strongly preferred
Knowledge of data warehousing, business intelligence, and/or data visualization software skills preferred
Knowledge of contract management, intellectual property and/or USAID procurement guidelines preferred
Experience working in developing countries or low-resource settings implementing information technology solutions preferred.
Ability to effectively present a product vision for internal and external stakeholders
Ability to work with cooperating partners in implementing complex programs
Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
Willingness to work overseas for up to 15 % per year
Demonstrated leadership, versatility, and integrity
Fluency in written and spoken English required with demonstrated ability to communicate clearly and concisely both orally and in writing
