Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on the high-risk groups of Drug Users (Kachin State), Female Sex Workers and Men having Sex with Men (Yangon area).

The project is implemented with a comprehensive approach, including a wide range of activities for prevention (drop-in centres, outreach activities including harm reduction, methadone substitution therapy) and care (STI diagnosis and treatment, HIV diagnosis and treatment, including ARV).

In Kachin, the project is implemented in 3 main sites (Myitkyina, Moegaung, Hopin). Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing, and medical care for PLHIV (STI, OI, TB and ARV).

In Yangon, the project is implemented in one main site, with broad outreach activities. Current and future strategy focuses on supporting local civil society and health system in scaling up and provision of health services.
TASKS AND RESPONSIBILITIES:

Under the supervision of the General Coordinator, the Logistic Coordinator is responsible of the overall management of all the support services currently under the scope of the Logistics Unit: the Supply Chain Management (Procurement, transportation of the goods, Storage); the Assets/Equipment Management and Maintenance (Inventory, allocation, guidance of use, etc.); the Fleet Management; the Facilities Maintenance; the IT Management; and In support the security management of the mission, the Tracking of Road and Air Movements.

More specifically you will be in charge of:

Coordination & Representation

-coordinating the system in collaboration with all coordinators and implementing partners to ensure a smooth implementation of programme activates as per MdM procedures and set plan.

-working closely with the Administrative coordinator and the General Coordinator (budgets issues, purchase of equipment, procurement plan, etc…).from information received from Field Coordinators and Logisticians.

-defining and implement logistics process and ensures that relevant staff from each department is trained for a proper processes implementation and respect.

-representing MdM in meetings with Authorities and other NGOs for technical /logistics related issues.

-preparing the monthly cash forecast for country coordination logistics department and submits it to the finance officer.

-writing monthly logistic reports for the General Coordinator and HQ logistics supervisor.

-supporting donor reporting on logistic aspects whenever necessary (procurement and transportation documentation archives, inventories of equipment and stocks).

-reviewing and updating logistics tools and procedures in accordance with MdM tools. Supervises and supports compliance of logistics teams with MdM procedures and tools. Checks and evaluates the quality of the work done.

-constantly improving the way of working, either to offer more appropriate support to programs, or to optimise quality / costs of equipment or consumables consumption (energy, consumables).

Procurement and Supply Chain management

-ensuring effective implementation of MdM standard purchase procedures, policies and guidelines pertaining to logistics, compliance with donors or relevant government regulations.

-ensuring importation of goods: leads the preparation of international orders for logistics side, in liaison with medical coordinator. Liaises with HQ logistics regarding quotations, final order agreement, and shipment. Applies and follows import licenses. Maintains good relationships with government institutions (CSMD, MOH and Ministry of Commerce) regarding above related matters.

Storage and Warehouse Management

-developing a proper internal control system to limit any risk of theft, loss and deterioration.

-ensuring medical supplies, medical equipment and medical consumables are properly and safely stored in the mission.

-supporting the Pharmacist and Medical team on medical stock management implementation and drugs traceability.

Equipment, Assets and Infrastructure Management

-making sure that MdM procedures are followed: equipment and asset purchase and inventories are implemented.

-keeping track of needs by sites in order to feed budget designs.

-ensuring the management of equipment and assets for their optimal use and care (monthly statement, follow-up, maintenance, etc.)

-making sure that the equipment is adapted to the needs within budget constraints. Making sure that consumption follows up systems (communications, stocks) are set up and maintained.

-setting up IT and communication tools and ensure its maintenance.

Fleet management

-making sure that rules are implemented (rental contracts, movement planning, maintenance). Support field logistician for car selection to optimize quality / cost.

-supervising and coordinating all matters logistics relating to transport and fuel management.

-supervising the logistics team for the staff movement and follow-up for the needed documentations.

-determining fleet sizing and strategy in terms of type and quantity of vehicles to be used on each hub.

-ensuring a qualitative maintenance fleet.

Safety and Security Management

-coordinating and working closely with the General Coordinator and the field coordinators.

-monitoring risks at country level and proposes appropriate means to reduce risks.

-defining and updates, with the general coordinator, and ensures implementation on all sites of rules and procedures that ensure the protection of data, people and equipment.

-controling compliance with security rules and procedures by field logistic teams.

-preparing and implementing contingency measures for the mission (when/if necessary) and allocate the needed resources with the support of general coordinator.

Team Management

-organising team work and planning. Plans, prepares and leads regular meetings with Yangon and Kachin logistics team. Ensures effective coordination and communication within Yangon logistic team.

-supervising logistics activities in Kachin and Yangon supporting Logistics Kachin Manager and the Logistic officer Yangon.

-defining the Logistic department staff set up.

-participating to the recruitment of the logistic team member in collaboration with the field coordinator.

-managing of specified logistics staff in accordance with HR policies and procedures, including recruitment and performance management.

-identifying training needs in collaboration with HR Officer and support the capacity building of the staff. Ensuring constant update on their technical knowledge and know-how: identifying training needs, arranging appropriate training in the field in collaboration with the administrator and the field coordinator and contributing directly to training when needed.
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 6 months

Starting date: December 2019
Gross monthly salary: 2.817 euros
Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)

SKILLS AND EXPERIENCE NEEDED:
A University degree in Logistics, Construction or Civil Engineering or other relevant fields.
Experience of 4-5 years minimum in humanitarian logistics management with proven experience of the management of logistics team on a senior level or at coordination level in an overseas NGO environment, or previous field experience with MDM in different contexts.
Previous remote management experience is desirable
Knowledge of the Myanmar environment and /or Asia Region would be a great asset
Past experience in donor relations (Global Fund, USAID) is a asset
Holds a Valid Driving license
Excellent organisational, training and coaching skills is required

Languages: English is mandatory, french is an asset.
