Purpose: To provide guidance and direction in conducting the development of a national supply chain strategy for Kenya for 2019 and beyond.

Background

The Division of Health Products and Medical Technologies (DHPMT) is planning to develop a national supply chain strategy for Kenya for 2020 and beyond.

Afya Ugavi (AU) Activity, funded by USAID & implemented by Chemonics, is conducted in collaboration with the Government of Kenya’s (GoK) Ministry of Health (MoH) and other stakeholders since October 2016. AU aims to catalyze a new level of performance for the public health commodity supply chain. This is aimed at strengthening pharmaceutical supply chain systems for HIV/AIDS, malaria, Family Planning/ Reproductive Health, Maternal, Newborn, Child and Adolescent Health (FP/RMNCAH) at the national level and in ten (10) high burden, under-resourced, and underserved counties. The purpose of AU is to ensure there is a well-functioning, high performing supply chain system that provides communities with adequate, safe, and reliable supply of health commodities, when and where needed.

In order to develop the strategy, Chemonics is seeking to hire an experienced consultant to lead, coordinate and guide the strategy development. Table 1 summarizes the specific tasks, level of effort and deliverables expected from the consultant.

Responsibilities of the Consultant/Firm

  1. Reaching an agreement with Afya Ugavi and the DHPMT on the work plan of activities as early as possible, but no later than 1 week prior to the commencement of the strategic plan development.
  2. Developing all the data collection tools to be used in the desk review and key informant interviews;
  3. Conducting the strategy development workshops, including the day-to–day management;
  4. Conducting periodic de-briefs with the Project Taskforce
  5. Present the draft findings of the desk review and key informant interviews to stakeholders’ forum
  6. Coordinating the strategic plan development workshops
  7. Preparing and submitting a final report to taskforce for internal validation and to external stakeholders for final validation
  8. Coordination of the launch of the strategic plan

Afya Ugavi will be responsible for the following;

  1. Facilitating the consultants travel and logistical support to field to conduct Key informant interviews

  2. Periodically reviewing progress of the development of the strategic plan, and participating in ad hoc review meetings and providing an advisory role where required

At the conclusion of the process, the following deliverables will be expected from the consultant;

Deliverable 1: A detailed concept note/inception report for the development of national supply chain strategy with the consultant’s understanding on the following area;

· The DHPMT goals, mandate and role

· An elaborate description of the approach to development of the national supply chain strategy

· Annexes which include tools or instruments created and/or used for the review; a copy of the review schedule; analysis plan, and a list of those proposed to be interviewed with their titles/organizations.

Deliverable 2: Report of Key informant interviews and desk study.

Deliverable 3: Debriefing meeting with Afya Ugavi and DHPMT on preliminary findings at the end of Key informant interviews and desk study and draft roadmap for the development of the strategic plan

Deliverable 4: A draft costed strategic plan report prepared and shared with Afya Ugavi and DHPMT taskforce for review and comment within seven days after the strategic plan development workshop meeting.

Deliverable 5: A final costed supply chain strategic plan report due within five days of receiving feedback on the draft report from validation workshop of stakeholders

Task 2 - Conduct desk review, Conduct Key informants’ interviews, Compile report of Key informant interviews and desk study - LOE 10 days

Deliverable for task 2 - Report of Key informant interviews and desk study

Task 3 - Hold a debriefing meeting with Afya Ugavi and DHPMT on preliminary findings at the end of Key informant interviews and desk - LOE 2 days

Deliverable for task 3 - Draft Strategy layout

Task 4 - Hold a stakeholders’ meeting to obtain buy in and share roles and responsibilities for the development of the strategic plan, Disseminate desk review and KII findings during the meeting for validation - LOE 5 days

Deliverable for task 4 - Action plan for strategic plan development

Task 5 - Coordinate strategic plan development workshop - LOE 5 days

Deliverable for task 5 - Draft Strategic plan

Task 6 - Coordinate validation workshop - LOE 5 days

Deliverrable for task 6 - Validated strategic plan

Task 7 - Incorporate feedback from stakeholders, update and finalize the strategic plan - 5 days

Deliverable for task 7 - A final costed national supply chain strategic plan

Task 8 - Coordinate Launch and dissemination workshop - 3 days

Deliverable for task 8 - Dissemination report

Total number of days - LOE 40 days

Required Skills and Qualifications

To perform this job successfully, the consultant must be able to perform each essential duty and responsibility satisfactorily. Specifically, in-country consultant will need to have established relationships with key stakeholders so that s/he can easily schedule meetings and ensure participation in workshops. Therefore, s/he needs to have deep local knowledge of Kenya health supply chain actors/processes, etc. Health supply chains management technical knowledge will be very helpful in conceptualizing the local context.

The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

8 to 10 years of experience in Kenya on the supply chain management of health systems and health system strengthening. Experience with the development of strategic plans is highly preferred,

  • Experience in complex consulting assignments involving multiple stakeholders,
  • Post-graduate degree in public health, health supply chains management, health management systems, or a relevant discipline,

  • Experience working on USAID-funded projects,

  • Proven ability to effectively represent activities and programs and engage partners, government counterparts, and funders,

  • Excellent analytical, interpersonal, written, and oral communication skills. Fluency in English is required,

  • Computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint, and Outlook.

November 2019 to February 2020

Level of Effort and Location

The location of assignment is Nairobi, Kenya with possible intermittent travel throughout the country.

Supervision

The Consultant will report to the Supply Chain Director for the Afya Ugavi Activity.
