Job Summary

The MEAL Manager plays an essential role in Educo Philippines, leading the development and operationalization of the M&E framework, capacity building activities related to MEAL, annual and accountability reporting and knowledge management. S/he ensures that the M&E framework and designed tools and systems for data gathering, data analysis, results-based reporting and knowledge management is operational and up to date.

The MEAL Manager will work closely with Educo’s Global and Regional MEL Teams, Country Office team and other ChildFund Alliance members. The MEAL Manager reports to the Country Director (CD) and leads the MEAL Unit.


Development and operationalization of M&E framework: Develop monitoring, evaluation, accountability and learning systems, procedures and tools to effectively monitor execution of activities and project impact. Develop mechanisms to ensure the accuracy of monitoring reports (from data gathering, monitoring and reporting templates and forms, analysis and reporting); and its full use to the end-users. Ensure that learnings from completed projects are incorporated in planning and designing of new proposals.

Collaboration with Program Implementation Unit: Collaborate with project focal points to ensure all projects have results-based annual work plans with key performance indicators and baselines defined at all levels consistent with the organization’s monitoring framework. Conduct field monitoring activities for tracking of program implementation, feed backing and / or validation of technical reports. Review project mid-year, annual and EOP reports and provide feedback to Program Team in a timely manner.

Conduct MEAL capacity –building activities: Conduct capacity-building activities (trainings, technical assistance and, coaching) to the program staff and partner NGOs/ agencies to increase their competencies on monitoring and evaluation. Take the lead/ provide technical assistance to management in conducting program and organization-wide planning, monitoring and evaluation processes and learning activities.

Annual and Accountability Reporting and Knowledge Management: Responsible to produce Annual reports every February of the succeeding year. Preparation of CO Accountability report, as requested by HO. Production of knowledge management materials and maintenance of relevant and up to date KM products and tools, in coordination with the Strategic Partnerships & Advocacy Unit.

Team Management: Supervise the staff and outputs of the MEAL Unit. Lead the EOP activities, in support to external consultant/s and/or project team.



  • Bachelor’s Degree in Economics, Statistics, Social Sciences and other related courses. Graduates of other course may be considered if s/he has the experience and competency requirements of the role. Master’s degree or PhD degree desirable.
  • Demonstrated experience in program design and MEAL systems (designing and implementation of tools, analysis, data collection, reporting, and evaluation)
  • Experience working with INGOs, preferably with child-rights organizations
  • Experience with donor agencies M&E requirements, including reporting
  • Minimum experience of 8 years in a similar position
  • Experience of working in an international context, at least in Asia with strong portfolio in the Philippines (desirable)
