BRAC is planning to start the implementation of the Community-based Education Project in South Sudan with geographical focus in Greater Equatoria area (former States of Central, Eastern and Western Equatoria) and former Northern Bar el Ghazal State. Through the components of Community Girls Schools (CGS) and Accelerated Learning Program (ALP), the project aims to improve the learning outcomes of formerly out of school children and youth, especially girls, in South Sudan through a scalable model of holistic community-based alternative education that has the potential to create a lasting effect on South Sudan’s Alternative Education System. This will be accomplished by achieving two interrelated intermediate outcomes – i) increased equitable access to safe, secure, quality, inclusive education and learning by marginalised children and adolescents, and ii) improved equitable and coordinated provision of innovative, safe, quality, gender-responsive and evidence-based non-formal primary education for children and adolescents. To effectively deliver the project, BRAC intends to recruit staff for the following project positions:

Position:

SENIOR MONITORING AND EVALUATION (M&E) OFFICER

The position is to ensure effective Monitoring and Evaluation, as well as promoting robust Accountability and Learning throughout the implementation of the Community Girls Education Project. The position champions the generation and utilization of data to make project improvements and ensures evidencing of results.

Responsibilities

  1. To support the development of an education M&E system that will monitor the performance as well as assist in documenting and demonstrating outcomes and impact of the project.

  2. Work with the M&E Officers and program staff to develop M&E plans, data collection and reporting tools, filling system and indicator performance tracking;

  3. Overseeing the day-to-day management and updating of Indicator Performance Trackers and databases, introducing relevant data management systems to the field offices.

  4. Participate in designing and Implementation of researches, studies, assessments and learning in co-ordination with M&E Officer and Program Staff.

  5. Create a complaints and feedback mechanism and lessons learned and ensure incorporation into program implementation and development.

  6. Produce timely and accurate periodic project specific reports.

  7. Develop and MEAL improvement plan based on gaps and opportunities and new technology.

  8. Be the focal person for accountability to beneficiaries for the Project as a core element and success indicator for all program activities;

  9. Review current M&E practice to inform management on best practices and gaps,

  10. Increase awareness and capacity of staff on accountability through induction, training, coaching, informal support and in other ways as identified;

  11. To work with field teams to ensure that beneficiaries participate at every stage of the programme cycle.

  12. Promote the implementation and adherence of staff to Safeguarding policies and other Protection policies

Qualifications and experience

· Degree in social sciences, statistics, development, or education

· At least 5 years’ experience in field monitoring humanitarian or post-conflict contexts

· Certificate in monitoring and evaluation will be an added advantage

· Knowledge and experience in project cycle management (PCM), including in conceptual aspects like theory of change and logframe

· Practical skills in spreadsheets and/or database management

· South Sudan experience or post conflict context experience

· Previous experience in monitoring and evaluation of education programs

· Basic computer skills (Ms Word, Ms Excel and Ms PowerPoint)

· Practical experience in using statistical software EPI INFO, STATA 13 or SPSS is added advantage

· Excellent report writing skills

· Good facilitation and listening skills
