Monitoring and Evaluation Specialist, Economic Recovery and Development (ERD)

The Economic Recovery and Development Technical Unit (ERD) is responsible for providing dynamic, innovative support to IRC’s field offices for their economic and livelihoods programming. This unit provides technical assistance, ensures innovation, promotes best practices, and helps to improve data collection and analysis for economic and livelihoods programming within the organization. Externally, the IRC has been a leader in developing and promoting market-based responses to emergencies based on a good understanding of critical market systems, and local economies and livelihoods are supported, not undermined during the emergency and transition phases. In addition to emergency and agricultural focused programming the ERD Unit supports the development of next step humanitarian livelihoods programs focused on longer term employment and enterprise development solutions and support to local market actors.

Job Overview/Summary:

The primary role of the ERD M&E Coordinator/Specialist is improved data collection, analysis and use processes within economic programs. This position will work closely with the M&E Advisor and country teams to help promote quality and consistency across data management, analysis and use for reoccurring ERD programming in line with IRC’s Core Indicators. This includes an emphasis on building country and ERD TU teams’ capacity to better utilize ICT within data management and analysis for program implementation through quality data collection and evidence-based decision making.

Major Responsibilities:

1. Develop Data Management and Analysis and Uptake Strategies and Tools for ERD

  • Update and expand ERD Technical Unit’s Monitoring and Evaluation resource library, including resources for IRC’s standardized Core Indicators for outcome-level project monitoring.
  • Lead communications on new M&E tools, resources and guidance within the Technical Unit and with IRC country offices
  • Lead collection and analysis of global data, including of IRC’s annual ERD statistics report
  • Support the development of analysis tools and uptake by TAs to support country program course correction

2. Provide M&E Technical Support to Country Programs and ERD TU Staff

  • Working closely with ERD Technical Advisors (TAs) and the ERD M&E Advisor provide ongoing technical support to ERD country program staff in M&E planning and framework development, data collection, management and analysis
  • Working closely with the ERD M&E Advisor support the development, adaptation and usage of digital data analysis/visualization tools (i.e. program data dashboards)
  • Working with country focal points, lead the ERD Community of Practice for Mobile Monitoring
  • Develop and revise best practice guides, manuals, trainings and other technical resources to improve the quality and uptake of data at country program level
  • Continue to adapt and refine tools and resources based on field and TU feedback

4. Provide ongoing training to TU staff on data collection and analysis to support uptake

  • Lead on developing and delivering capacity building resources to TAs and other TU staff

5. Conduct Aggregate Data Analysis Across Countries and/or Contexts

  • Contribute to evidence-based decision-making on program design and implementation by making monitoring findings accessible
  • Conduct aggregate data analysis and thematic reviews which are intended for internal learning, strategic and operational decision-making


  • Graduate degree in one of the following fields: economics, statistics, monitoring and evaluation, international development, computer sciences or other related field preferred;
  • Minimum of 3 years of professional experience in monitoring and evaluation and/or delivering and managing data collection and management systems, including experience in implementing programs overseas, preferably in conflict or disaster-affected environments;
  • Familiarity with monitoring and evaluation related to livelihoods, food security, economic development and/or poverty reduction;
  • Experience using a variety of quantitative and qualitative analytical tools and methods and contributing to the selection and application of those tools and methods to program/project monitoring and reviews;
  • Experience validating data quality and ensuring that data collection and analysis have been conducted ethically;
  • Experience with mobile data collection and analysis tools especially ODK-based applications (Kobo, Ona, Formhub, Commcare, etc.).
  • Experience with data analysis/visualization software (Tableau, PowerBI), GIS software, R, STATA, SPSS, or Python is a plus;
  • Programming experience is not required, but knowledge of basic HTML and Content Management Systems to support maintenance of websites is a plus;
  • French and Arabic language skills are a plus, but not required
  • The ability to travel up to 25-30% to developing countries;
  • Excellent writing and editing skills for proposal and technical resource development;
  • Excellent interpersonal and communication skills: the ability to successfully listen to, interact with, and communicate clearly with people from diverse nationalities and backgrounds, as well as with senior level internal and external stakeholders;
  • Solid organizational skills: the ability to work independently and productively in a fast-paced environment;
  • Flexible work attitude: the ability to work productively in a team and multi-sectoral environment & independently;

Working Environment: Standard office work environment with occasional travel
