Measurement Technology Advisor

As a member of the Measurement Unit, the Measurement Technology Advisor will be responsible for subject matter expertise and support related to technology for measurement of programmatic impact that is used by staff within our Crisis Response, Recovery & Development (CRRD) department. Reporting to the Director of Data & Monitoring, the incumbent will support HQ, regional and technical leadership in evaluating, building and rolling out technology solutions for monitoring and evaluation of programmatic data.

This is a dynamic position that will require the incumbent to develop broad familiarity with the span of IRC programs and operations around the world. This role will work closely with the Regional Measurement Action Coordinators (RMACs) and Technical Unit Measurement Focal Points, as well as program and M&E staff in our country programs, IT teams and staff within our technical units. The Measurement Technology Advisor will support the current measurement strategy and will have the ability to influence the next iteration of IRC’s strategy.

This is a dynamic position which requires strong strategic problem-solving skills, strong interpersonal skills, a high level of personal initiative and the ability to work well in a distributed, multicultural, dynamic environment. Comfort with ambiguity and complexity, and being motivated by impact are critical requirements.

Major Responsibilities:

  • Analyze system and business process issues, identify and, in coordination with IT, lead the development of technology solutions that respond to IRC’s business needs and processes related to M&E
  • Provide subject matter expertise to the Measurement Unit and related functions on the landscape of relevant data and measurement system solutions
  • Participate in user requirements gathering and map requirements into systems implementation, setup, and architecture configurations
  • Participate in and oversee testing of systems functionality, data integrity, user competency, process completion, and other tests that support systems delivery quality for M&E solutions
  • Provide high-level escalated support to business users and manage escalation of support questions to the system support network

Position Reports to: Director of Data & Monitoring, Measurement Unit. Position interacts with IT teams.

Staff management: Supervise interns/volunteers


  • Bachelor’s degree in computer science, statistics or related field required
  • At least 5 years of professional experience implementing business systems including specifications, process modeling, implementation, configuration, training, integration and support
  • Familiarity working with mobile data collection and/or case management tools such as Ona, CommCare, Kobocat, Magpi, mFieldWork, OpenEMIS
  • Software development and product owner experience a plus
  • Familiarity with evidence, measurement, and evaluation practice in a nonprofit setting
  • Strong understanding of custom software development and solution design
  • Strong oral and written communication skills; able to present information in a clear and compelling manner to audiences without significant technology background or experience
  • Strong organizational and administrative skills, with the ability to handle and prioritize multiple streams of work with attention to detail and deliver under pressure
  • Exceptional critical thinking skills; ability to problem solve and follow up appropriately; calm, adaptable and resourceful
  • Proven collaborator with strong interpersonal skills; able to build relationships with leaders and staff across different departments
  • Able to work independently and productively in a dynamic environment
  • Willingness to travel

Preferred Requirements

  • Experience with the delivery of technology in low/intermittent bandwidth scenarios for managing data strongly preferred
  • Experience with DHIS2, business intelligence tools and methods such as data warehouses, visualization tools, architectures and relational database systems (e.g., MS SQL, Oracle, Windows Server, Qlik, LogiXML, Tableau, BIDS, and Cognos)
  • Experience in humanitarian setting or development contexts; some field experience in low resource or emergency contexts is a plus
  • Experience/familiarity with NGO professional setting
  • Knowledge of French or Arabic strongly preferred, other languages will be an advantage

Working Environment:

  • Standard office environment
  • Travel up to 20% of the time, including possible travel to high-risk environments to support IRC’s field teams
