Effective, democratically elected, public-sector institutions are critical to a functioning democracy. Yet many countries around the world are unable to deliver basic services that all citizens expect related to health, education and general welfare because of the lack of effective and transparent oversight of budgets and appropriations, a failure to address economic development issues, and rampant corruption.

Working with legislatures, executive offices, local governments, and good governance advocates, NDI's democratic governance programs seek to build open, inclusive, responsive and accountable institutions and processes that serve the needs and preferences of the public and operate in a manner consistent with democratic values of transparency, representation, pluralism, and accountability.

NDI seeks a Director for Democratic Governance to provide the Institute with expertise and broad guidance in the design and implementation of NDI programs that support:

  • institutional engagement on issues related to legislative development and capacity; multi-branch government accountability, oversight, and transparency at the national and subnational levels; sustainable rule of law and constitutional reform; policy implementation, including budget transparency, ethics, and accountability; economic development and reform; and anti-corruption efforts
  • improved national, local, and municipal governance to deliver basic services and encourage innovation, access, and transparency in democratic centers
  • engagement, access, and efficacy of civil society with public actors and institutions, such as through new information technologies In all these areas, the Director will ensure the Institute's commitment to promoting the representative and substantive inclusion of women and other marginalized groups, is upheld.

The Director will lead a functional team whose primary focus is to provide assistance to regional teams, country teams and partners related to the work of the Institute. The Director will also play a leadership role at the Institute and work closely with the Executive Office and others in providing guidance on the Institute's global policies and overall strategic direction. The Director will be responsible for improving institutional approaches and tools; developing new institutional relationships; expanding NDI's external profile in this area.


Strengthen NDI's Capacity and Delivery of Effective Governance Program s by working across the Institute to support programming related to improved democratic governance, particularly on issues related to inclusive policy development and capacity-building with a focus on economic reform, budget oversight, transparency, and anti-corruption strategies.

  • Serve as lead technical advisor for programs around the globe related to the engagement of national legislatures, and local and municipal institutions to improve transparent budgeting processes; address economic reform measures; oversee revenues from natural resources; and develop anti-corruption measures
  • Conduct regional and in-country assessments at national, local and municipal levels, to determine improved governance strategies
  • Organize expertise and innovation on democratic governance from all levels of the organization and channel it into program design, best practices and global norms and standards


  • Leadand managea multi-cultural team located in Washington, DC, in strategic planning, creative program design, and effective project implementation

  • Provideleadership, guidance and support to regional and in-country field teams in the design and execution of program activities

  • Nurtureexisting and develops new relationships with political leaders, governance activists, citizen representatives and other key stakeholders to encourage greater government accountability

  • Promoteand ensures a professional and respectful workplace environment for all staffBuild approaches and tools and develop staff capacity in priority country programs and at NDI's headquarters

  • Develop lines of inquiry, design tools and determine approaches to inclusive legislative policy-making particularly in the areas of budget oversight, economic reform and anti-corruption

  • Develop and/or recommend a set of monitoring and evaluation approaches for legislative engagement programs

  • Serve as team lead for internal midterm and final program evaluations of programs with significant peace and security components

    External Engagement

  • Identify and engage: key donor agencies including (USAID, UK FCO and DFID, Global Affairs Canada, World Bank, UN and others); local partner organizations; research organizations and think tanks that focus on budget oversight and transparency and economic reform

  • Nurture and further develop a network of parliamentary support and engagement organizations across the globe

  • Engage practitioners with skills which include gender, youth engagement and the application of technology, who are able to be called upon to contribute to the wide-range of initiatives within the legislative engagement, budget oversight, economic development and anti-corruption spectrum


  • Bachelor's degree required in relevant disciplines such as international affairs or political science. Additional years of relevant work experience may be substituted for educational requirement

  • Minimum 20 years of professional work experience in international development related to legislative engagement, budget and appropriations transparency, anti-corruption, economic reform, oversight of natural resource revenues, and local governance

  • Experience managing a multi-cultural team in strategic planning, creative program design, and effective project implementation

  • Prior legislative experience or demonstrated expertise on inclusive legislative engagement
  • Experience conducting in-country assessments, recommending/developing monitoring and evaluation approaches, and design tools for improved governance
  • Knowledge of current international approaches to improving legislative performance, civil society oversight of budgets and appropriations, and economic reform, anti-corruption, and specific familiarity with State, USAID, DFID, IMF, World Bank and other donor approaches to this field
  • Strong analytical approaches to problem solving combined with practical on the ground program development experience; experience designing and executing trainings to educate staff and partners organizations to build capacity on good governance and improved legislative performance
  • Ability to work in a collaborative, multi-disciplinary, multi-national, and multi-cultural organization
  • Prior general and/or program management of financial resources and risks
  • Ability to frequently travel internationally
  • Prior demonstrated experience building strong networks of key influencers to achieve a common goal with various external stakeholders
  • Fluency in oral and written English required; additional abilities in French, Spanish, Arabic or other relevant languages also useful
