Regional Small Arms Light Weapons (SALW) Project Development Manager
You will be based in Europe but will be required to travel to other Southeast European countries as required, including (but not limited to); Albania, Kosovo, Macedonia, Montenegro, North Macedonia and Serbia. Your first reporting officer will be the Head of Region for Europe and your second will be Director of Programmes.
You will also work closely and coordinate with the BiH Project Manager, keeping abreast of current developments and building knowledge of the weapons marking and registration process and supporting activities if and when necessary.
Your primary responsibility is to seek out and act upon opportunities to establish SALW programmes in Southeast Europe, through a combination of research, ongoing stakeholder analysis, country and donor visits and attendance of regional and national SALW conferences and meetings.
Once a national or regional opportunity is identified you will work with the Head of Region (HoR) Europe and liaise more closely with the relevant stakeholders, approach in-country donor embassies, as well as capitals, and draft concept notes/proposals in order to secure funding for that project. Simultaneously you will communicate the opportunity through the HOR Europe to the Directors of Capability, Strategy and Programmes to ensure support in terms of staffing and to prevent duplication of effort in terms of funding strategy. Once funding is secured the Regional SALW Project Development Manager will oversee the project start-up phase, before passing on responsibility to a newly formed in-country team. While continuing to seek out other opportunities elsewhere in the region.
