Background

Shelter For Life International (SFL) is a Christian Relief and Development organization with over 30 years of history in providing humanitarian assistance to post conflict countries. Need for M&E Consultant

SFL is seeking a monitoring and evaluation consultant to create a Monitoring and Evaluation (M&E) Manual in support of our projects. Composition of the manual will draw on existing SFL donor guidelines, SFL internal documents and relevant staff interviews.

Required Product:

The consultant will be required to conduct the following activities:

· Review relevant M&E documents, those used by SFL and in relevant US Government agencies

· Interview relevant SFL staff to gather pertinent information regarding SFL M&E policies and practice

· Develop an inception report for review and comment

· Compose the final M&E manual for use by SFL

Required Qualifications:

The consultant must possess and will be selected based on the following criteria:

· Thorough knowledge of theory of change development and practice

· Good understanding of evaluation practice and theory

· Experience with program evaluation in foreign project settings, using both quantitative and qualitative methodologies

· Extensive knowledge of M&E policies and practices as used by foreign aid and development organizations

· Knowledge of US Government and other development programs, e.g., by USDA, USAID

· Good communication proficiency in English

· Excellent writing ability

SFL will sign a contract with an M&E professional for the above-described service, for a period to be determined, at a mutually agreed rate.

The consultant may work remotely, with regular communication with the SFL Headquarters office.
