Since March 2018, NRC in DRC is leading a RRM Consortium called Reflex (Réponse Rapide Flexible) composed of NRC, Solidarites International and ACTED.

This consortium aims to respond to sudden and recent crisis occurring in DRC to support affected communities to fill their essential needs mainly through Cash (or Voucher) Based Interventions. The consortium members are present in all the provinces of the East of DRC and can contractually be deployed to any other part of the Country if an emergency occurs.
This position will be hosted by NRC, which has been working in DRC since 2003. Although hosted by NRC, including in terms of organisational procedures such as logistics, finance and security, there is a degree of separation and independence of the Consortium Management Unit from NRC to ensure an a fair representation of all consortium members and dedication to the consortium. Reporting to the Consortium Manager and in collaboration with the M&E Manager of each agency, the Consortium M&E Coordinator will be responsible for the establishment and implementation of M&E systems for NRC-led Rapid Response consortium projects, ensuring the M&E approaches and tools are adequately used and harmonized

Qualifications

At least 2-3 years’ experience in creating and Coordinating the implementation of M&E systems for an international NGO

At least 5 years experience working in an emergency or post-conflict setting

Good knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods

Strong understanding of data and information needs for program management and decision making

Knowledge of Humanitarian context in DRC especially in RRM.
work experience in consortium is an asset

Fluency in French and English both writing and speaking

Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)

Experience using SPSS, STATA, Epi Info

Grade: 7
Duty station: Goma with 50% travels. Goma is a non-family posting. International staff members are required to live in joint accommodation.
