Our Strategy, Evaluation and Analysis (SEA) practice area oversees all monitoring, evaluation and learning (MEL) projects. It is a dynamic unit within the company that strives for excellence and innovation across all activities, encompassing a range of sectors, including education, climate change, health, economics, democracy and governance, gender, capacity building and policy reform. SEA has 28 Monitoring, Evaluation and Learning (MEL) specialists in the U.S. and more than three dozen in our field-based projects overseas.

The Technical Manager/Associate will work in MSIs SEA practice area and report to one or more Technical Directors on specific work assignments. S/he will work collaboratively with the teams Technical Directors, Managers, and Associates. S/he will also liaise with MSIs Operations Division, Business Development Unit (BDU), and other practice areas.
The Technical Manager/Associate role is a unique opportunity for professional growth and learning, with potential for increased responsibility over time. The successful candidate should be results-driven, have strong analytical skills, demonstrate excellent written and oral communication skills and work effectively in a team environment. The Technical Manager/Associate plays a key role in technical assignments, business development, and thought leadership. MSI prefers candidates with an ardent desire to learn and explore new evaluation/research and learning techniques. The Technical Manager/Associate will be expected to travel to international locations from 3 to 6 trips per year (most trips average between 2 and 3 weeks). Longer term assignments are possible, including travel to security-challenged countries.
- Lead or participate in short or long-term MEL, research, and strategy assignments. Responsibilities could include one or more of the following:
Monitoring and Evaluation
Prepare MEL plans,
Manage M&E work, including designing scopes of work, preparing evaluation/research designs and work plans, and developing data collection and analysis plans,
Design instruments for qualitative, quantitative and/or mixed-method evaluation/research,
Collect data at US and overseas locations using various methods and instruments,
Design and oversee third party monitoring activities.
Strategic Planning and Analysis
Coordinate strategic planning sessions based on best practices,
Develop country and/or project strategies,
Develop results frameworks, logic models or log frames,
Prepare literature reviews and final reports.
Training and Facilitation
Provide training and facilitation on strategic planning, M&E, or Collaborating, Learning and Adapting (CLA) topics,
Develop and deliver workshops.
Management and Consulting
Maintain effective client relations and coordination,
Manage or participate as a member of a team,
Review and prepare scopes of work for assignments,
Write high quality reports designed to effectively respond to client needs,
Review draft deliverables and provide constructive feedback.
Contribute to and lead planning and proposal writing efforts for new business development opportunities and liaise with the Business Development Unit (BDU) to produce technically sound and compliant proposals,
Contribute to the design, writing, and review of proposals,
Conduct reconnaissance trips for upcoming proposals to meet with funding agencies, government officials, and potential partner organizations.
Bachelors degree in international development, political science, economics or similar fields (Masters degree preferred),
At least 2 years of demonstrated experience in M&E and/or social science research (Technical Associate),
At least 8 years' of demonstrated experience in M&E and/or social science research (Technical Manager) (six years with Masters Degree),
Familiarity with MEL tools, including qualitative or quantitative methodologies,
Strong written English and oral communication skills,
Excellent interpersonal skills and ability to maintain strong client relations,
Ability to work effectively as a team leader or member,
Fluency in English.
Experience working with USAID, State Department, World Bank, MCC, or other international development organizations,
Working knowledge of MS Excel, SPSS, STATA, MaxQDA, Nvivo or other quantitative and qualitative analytical tools
Sectoral knowledge and experience in governance, economic growth, climate change, education, health, organizational development, gender, capacity development or public policy.
Experience with third party monitoring, and/or
Experience designing impact evaluations,
Additional desired language skills: French, Arabic, Spanish or Portuguese.
Familiarity with Tableau or other data visualization software.
