1. Introduction:

Oxfam is commissioning an exhibition-quality photo essay that captures the daily struggles and vulnerabilities of Palestinians living in Area C, with a focus on women and children, showing their experiences and the psychosocial impacts of violations such as demolitions, threats of forcible transfer and violence perpetrated by settlers and Israeli forces.

Women and girls are disproportionately affected by relocation plans and demolitions of homes and assets in Area C of the West Bank. They are regularly exposed to psychosocial pressure because of their close ties to the home and their traditional role as caregivers. The lack of shelter and privacy when homes are demolished can lead to increased exposure to sexual and gender based violence. Due to prevailing gender and cultural norms in Bedouin communities, women and girls will face many challenges in accessing humanitarian assistance. As of end of August, there has been a 36% increase in demolitions since the start of 2019 compared to 2018. the number of donor-funded aid structures targeted in this period (78) has more than doubled compared to the same period in 2018 (30). In the last month, Israeli Prime Minister Benjamin Netanyahu advocated for Israeli annexation of the West Bank, a position quickly echoed by his main political opponent, portending a potentially dramatic increase in demolitions regardless of who wins government.

There were 482 attacks carried out by Israeli settlers against Palestinians in the West Bank during 2018, a threefold increase over 2017.

1 Objective

This project will demonstrate the multi-faceted human impact and, to a lesser extent, the overarching political impetus and root causes of the trauma lived by Palestinian families who have been targets of settlers’ violence or other International Humanitarian Law and International Human Rights Law violations such as deliberate deprivation and/or access to livelihoods, as well the protection and psycho social support targeted Palestinian families (especially children and women) receive from the community.

Our ultimate goal is to use the creative collateral collected to educate and activate our target audiences in opposition to demolitions , threats of forcible transfer and violence perpetrated by settlers and Israeli forces and violations of rights.

The photo essay will aim to draw public attention to the personal impact of living in the West Bank including East Jerusalem.

Oxfam aims to use material for a variety of online and offline platforms and audiences including pitching to global media outlets, online use, and stock images.

2. Scope of Work:

Deliver a photo essay focusing on women and children (and understanding the sensitivities around this), capturing their experiences including the psychosocial impact of the violations they are facing. These may include: demolitions (e.g. their relationship to their home/ building that was destroyed), violence perpetrated by settlers or Israeli forces: their feelings and how they are coping now, and what they want the world to know.

3. Deliverables:

· A complete edited photo essay.

· All raw files taken during the assignment.

1. Payment

Payment will be done in two instalments:

· 30% on the approval of the plan.

· 70% on the completion and approval of all deliverables

The submitted offers should be in US dollar VAT exemption. The tendered should be able to issue an invoice if not they can submit Payment request in addition to deduction at source certificate or will deduct a percentage of the final payment according to the laws.

Payment will be processed once assignment is completed.

2. Financial Offer

Please provide your financial offer to the email: Procurement.ramallah@oxfam.org before Oct 23rd 2019. The amount excluding VAT (VAT Exempted) , which may apply. Oxfam will not issue any additional expenses or reimbursements. The financial offer should be in USD.
