Risk Education Programme Manager

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts. DRC is currently offering a robust humanitarian response to the Syria crisis. With an annual country portfolio of $23 million supported by approximately 400 staff and service providers, DRC is undertaking programs in Syria in 8 Governates out of 14 in Emergency Response, Protection, Livelihoods, Shelter and Education sectors.

Mine action needs in Syria are immense. The UN Mine Action Service (UMMAS) signed an agreement with the Syrian Ministry of Foreign Affairs in July 2018 and is now working towards: establishing a National Mine Action Authority; developing National Mine Action Standards (or adopting International Mine Action Standards); creating an Information Management System for Mine Action; establishing an accreditation process for Mine Action agencies and implementing partners; and developing a National Mine Action Strategy. DRC/Humanitarian Mine Action (HMA) is, currently, the only Mine Action INGO registered in Damascus and hence is uniquely positioned to influence, and benefit from, this process.
Your main duties and responsibilities will be:
PROGRAMME LEAD & DEVELOPMENT
- Based on the recent Syria Annual Review (February 2019), support the development of the DRC component of the 2019 Syria Country Action Plan & Results Contract
- Based on the DRC/Humanitarian Mine Action (HMA) Global Framework, Safer Communities, support the development of a Syria specific strategic programmatic framework
- Design of funding proposals to expand the RE portfolio and to also include CL and NTS related activities.
REPRESENTATION & COORDINATION
- Support the Head of Programme in promoting and representing DRC/Humanitarian Mine Action (HMA) as the main actor within humanitarian mine action and community safety in Syria, ensuring external representation, networking/relationship building and engagement in relevant fora
- Detailed planning of project roll-out, activities, and expansion in coordination with the DRC/Humanitarian Mine Action (HMA) Head of Programme;
TECHNICAL & OPERATIONAL
- Ensuring the implementation of projects according to DRC Standard Operating Procedures (SOP) and International Mine Action Standards (IMAS)
- Ensure performance development & capacity building of national staff as required
- Ensure DRC/Humanitarian Mine Action (HMA)’s activities are integrated and coordinated with broader DRC programming in Syria
- Managing technical projects implementation and staff in their duties
- Responsible for the quality assurance and quality control of all MRE activities
- Draft a training plan for the DRC/Humanitarian Mine Action (HMA) Syria Risk Education team that is built on regional and global DRC/Humanitarian Mine Action (HMA) tools, including the development of risk education tools and methodologies and ensure active contribution from the global DRC/Humanitarian Mine Action (HMA) team in the development
- Assist in local partnership assessments
- Draft a capacity building plan for local partners using DRC/Humanitarian Mine Action (HMA) tools and methodologies
- Plan, prepare and conduct a Risk Education training (basic level to train of trainer’s level) for the DRC/Humanitarian Mine Action (HMA) Syria Risk Education team and local partners (including course agenda and all lesson plans)
QUALITY CONTROL, EVIDENCE & LEARNING
- Ensure documentation of impact of DRC’s implementation activities and use this to inform programming & advocacy planning
As Manager the Risk Education Programme Manager is responsible for the following:
- Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
- Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
- Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
- Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC
To be successful in this role we expect the following:
- Relevant university or vocational higher education
- Minimum 5 years of documented professional international technical experience in humanitarian mine action operations
- Hands on experience with RE and non-technical survey
- Good computer skills including proficiency in using Excel, Word, Access, Google Earth, and GIS
· Fluency of the English language
- Proven understanding of IMAS, NMAS, SOPs and land release principles
- Excellent command of project management activities, with proven record of achievements
- Strong administrative and organizational ability
- Demonstrable leadership and management skills, including team building and capacity building of national staff
· Political and cultural sensitivity with qualities of patience, tact, diplomacy and persistency
· Willingness to travel within Syria
· Master's degree in International Development or other relevant field.
