Position Location & Duration: This position is a full time 2-year DCOP position based in Suva, Fiji for the USAID Climate Ready project.
Project Summary: The USAID Pacific Climate Ready Project, implemented by DT Global, will provide a wide range of high-level, high-visibility technical assistance and capacity-building support in climate change adaption (CCA) and CCA finance in Pacific Island Countries (PICs). Project objectives include: (1) strengthening and mainstreaming CCA policies and laws; (2) enabling access to multilateral and bilateral climate change funds; and (3) strengthening implementation of CCA projects. Target countries will include Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
Roles and Responsibilities: The Deputy Chief of Party (DCOP) is charged with providing support to the Chief of Party in the overall project management specifically in the project administrative and financial tasks, as well as the M&E activities ensuring that all project deliverables are met and delivered in a timely and efficient manner. S/he supervises the project team and maintains daily communications with HO on procurement, staffing monthly financial and technical reporting. The DCOP will be responsible for establishing and ensuring efficient program management, capacity building design and implementation of the regional field offices and enforcing compliance with contract provisions, FAR regulations and AIDARs, DT Global policies, and procedures, and local laws as they pertain to procurement. S/he will be responsible for consulting with Home Office on contract related issues that may represent a risk to DT Global during the implementation of Climate Ready as well as coordinate with Senior Advisors to ensure effective operations of sub-offices. The DCOP will also contribute to work plans, reports and activity implementation. As such, a qualified candidate is required to have technical experience implementing climate change adaptation policy and/or finance donor-funded programs in the Pacific Region. The DCOP reports to the Chief of Party or his/her designee.
Specific duties include:
- Supports COP on the supervision of field-based program technical staff, consultants and locally-hired support staff.
- Collaborates with Home and Field Office Project Operations staff to tailor DT Global employee and office handbooks for use with locally-hired staff
- Works with Home Office, COP and Finance Manager monitor project funds and field expenditures to eliminate risk and project overruns
- Is accountable for field office and other expenditures under the COP control and ensures that funds are properly spent and accounted for.
- Leads program-level knowledge management, Gender/M&E to capture, organize and retain, indicators and monitoring deliverables, reports, best practices, results, lessons learned, testimonials, etc.
- Support COP on the drafting of weekly, monthly and quarterly reports and provides overall quality control on the content.
- Ensures project implementation according to DT Global policies and procedures as well as USAID and FAR guidelines.
- Serves as principal DT Global point of contact with local subcontractor representatives and technical staff assigned to the project by U.S. and third country-based subcontractors.
- Negotiates local subcontract agreements for PM approval, and may approve local subcontracts under delegated authorities.
- Works with the Home Office to ensure contract compliance, risk management and profitability.
- Supports Implementation and monitors project activities, provides technical assistance and problem solving, reports frequently both informally and formally to DT Global and client to ensure achievement of contract requirements as requested by the COP
- Bachelor’s degree in relevant field.
- Seven years of relevant, progressively responsible experience, and a proven track record of implementing and/or managing projects focusing on CCA policy, finance & project implementation in the Pacific.
- Combination of technical familiarity and management skills that spans the subject areas covered by the project and in-depth experience in at least one of the major areas of involvement.
- Effectively backstop and reinforce the other long and short-term specialists and ensure that synergies among project elements are capitalized upon.
- Superior project management skills and management of day-to-day operations of the project.
- Knowledge of USAID reporting and M&E systems or similar experience with another development/donor partner.
